No. 0k, you witnessed an accident earlier this morning on northbound 1-95 at 103"l Street. Can you brie?y describe what you saw happen? Well, when I got on scene there was an accident which involved a vehicle blocking the lane 1 in express and a couple of vehicles also blocking lane 1, general purpose, the lanes the opposite the delineators that Split the highway express and general purpose. And there was also another vehicle a couple feet in the express lanes but the same lane 1 partially blocking lane 2 and when Icalled, I called base I let them know that I was on scene and I told them the situation we got a split scene express and general purpose. They gave me the 10-4, said we?re gonna send ?re rescue and FI-IP depending on if there are injuries or not. A couple seconds later I viewed a vehicle traveling at an excessively high rate of speed in lane I express. You know the driver he viewed the vehicle that was blocking lane land hejust switched lanes, he switched lanes and you know hejust kept going and apparently he viewed the vehicle that was a couple feet beyond in express in lane 1 and he tried to make an attempt to stop but he was going way too fast and the vehiclejust power slid straight to the wall, hit the vehicle and unfortunately took out the motorists that were outside the vehicle on the wall. At the time of the accident where were you? I was in my truck. You were in your truck? So when you say you saw them, saw the vehicle approaching did you see the vehicle approaching in your rear view or were you turned around? I was actually turned around. Cuz um, I usually look in my peripherals to you know the rear view mirror, side view mirrors, just to make sure nobody coming at my truck, you Leandra: Gordon: Leandra: Leandra: Gordon: Laand ra: Gordon: Leandra: Gordon: Leandra: Gordon: Leandra: Gordon: know at least for my safety since I?m all the way in the back, in the rear and I see the vehicle, I see the lights so I turned around and I seen how fast it was coming towards me, so I looked at the vehicle and I watched it come toward that vehicle and Ijust said I hope he doesn?t hit it, so when I said that he switched to lane two and he kept going, straight to the next vehicle which he struck. 0k, when you say lane 1 you mean the far left lane Yes, the far left lane in the express lanes. . ..of the express lanes? And then when you say lane 1 of the express lanes, you mean the left travel lane before you get to the express lanes, correct? Yes, the left travel lane, yes. OK, as you see the car approaching and passing you, I guess you followed the vehicle as it?s passing you, you?re turning your head and following the vehicle correct? Yes, yes. You said the vehicle came, the vehicle changed from the left lane of the express lanes, into the right lane of the express lanes correct? Yes, right lane which was lane 2. Now the other vehicle that was disabled further down the roadway, the Yes. .. .the taxi was blocking both lanes? He was blocking lane 1, the far left lane and partially his vehicle was in lane}, just partially. But enough space for a vehicle travelling at a normal rate of speed to actually visualize and to have Space to pass it, because at the time there was nobody on scene, no ?re rescue no troopers, no tow trucks, you know, no nothing to block traf?c to the point where vehicles could not pass safely to the point where they were not paying attention, because we had vehicles still coming through the scene, because it wasn?t blocked off at the time because no one could see what really was happening, cuz at the time we had a couple of accidents and it was only my truck at this particular scene so another vehicle came through the scene with no problem, they slowed down, they visualized, the signal there?s an accident, this lane is blocked so let me drive at a decent rate of speed to get Leandra: Gordon: Leandra: Gordon: Leandra: Gordon: Leandra: Gordon: Leandra: Gordon: Leandra: Gordon: Leandra: through to where I have to go, but this particular, whoever this person was, he was ?ying from wherever he was coming from, not paying attention, not caring for whoever might have been standing outside of their cars and he just ?ew right through and caused a big scene, a big accident. It was uncalled for. 0k, just to clarify, you said other vehicles actually came through the scene without a problem? Yes. And they did not strike any other vehicles? No. When you were stopped because I see your truck right now, it?s stopped in the left lane of the general purpose lanes right before you get to the express lanes? Yes. Is that where your truck was st0pped at the time of the accident? Yes. At the time of the accident did you have your arrow boards trying to warn traf?c that there was a hazard ahead? I actually had on my arrow board ?om when I made my u-tum at 95'h Street, because usually when we have an accident on the road, I know about it, but the motorists really don?t so I have to at least forewarn the motorists that are behind me to say you know, move over. I had my arrow board pointing to the right so you know who was ever behind me they moved over to the right and I slowed down gradually enough so when I came to a safe stop that people would know, to you know, go over to the right and you know, you?ll be ?ne and everybody slowed down, you know and then they moved over to the right lanes and they proceeded on their way. But that was in general purpose. Now the vehicles that were in express, they seen the lights, cuz I mean we have the t0p lights, we have strobe lights and we have the other lights that are in the actual, the hazard lights as well. They slowed down and you know they proceeded with caution. Do you remember if the street lights were on at the time of the accident? The night lights were on. The road lights, yeah. After the accident occurred, did you walk up to the vehicle? No, no I um, I proceeded to put out the umm. .. the umm. ..the ?ares to kinda as to direct traf?c not to come in my lane and the express lanes, but at the time enough traffic started to come into express to slow them down as to not move and that caused a road block in express so that vehicles would not come past the accident scene in express and while that was happening fire rescue began to come on scene so they shows themselves on scene and we pretty much blocked o??tra?ic in total, so nobody could pass, nobody could go, I mean there was a lot of commotion. So you never got a chance to see the occupants of the vehicle? did get to see them getting taken out, I heard it was two motorists in that vehicle but I only got to see one person which was a male. ..urnm. . .I only got to see one person which was a male, I heard it was two pe0ple that got transported out of that particular vehicle. But you say you only saw one? I only got to see one person actually getting taken out of the vehicle. Do you remember if he got taken out of the driver?s side or the passenger?s side? Well, he got taken out of the passenger side, because his driver?s side believe a lot closer to the wall for fire rescue to have enough space to actually maneuver, so they took them out of the driver?s side. Sony. 0k. The pedestrians. ..where were they standing? Were they standing on the travel lanes or were they standing on the shoulder against the wall? They were were against the shoulder and some were actually on the concrete barrier that splits north from the south. Oh, they were leaning on it or they were sitting on it? Umm. ..I can?t give you a straight answer on that particular question because ?om my visual I only seen some of the pedestrians that were on the actual wall and. . can?t really say I?ve seen the ones, if there was anybody behind the actual taxi, but I know people were against the wall, for sure, I?ve seen people against the wall. Is there anything else about the accident that you recall that you think may be important? only thing really that bothered me was the high rate of speed and the carelessness that took place. 0k.
