Department of Ecology Toxics Cleanup Program Cleanup Toxic Sites - Puget Sound February 9, 2016 PURPOSE: Provide information on Cleanup Toxic Sites - Puget Sound projects that are state-led cleanups and managed by Ecology. They are not cleanup grants or loans to a local government where the entire project amount is obligated under one agreement. Cleanup projects are not designed or structured to be fully under contract at any given time. Rather, contracts supporting cleanup projects are entered for each phase of the cleanup (remedial investigation, feasibility study, cleanup action plan, design, construction and post construction operations, maintenance and/or monitoring). Consequently, the reappropriated projects listed below were not under contract by December 2015. The following illustrates how projects are designed to move through the cleanup phases, how project phases require different procurement methods and how project phases require different services or expertise. EXAMPLE: Ideally, Ecology would begin a project by writing a work order (to one of four environmental consultants Ecology has under contract) to carryout specific investigations and complete a feasibility study. The remedial investigation/feasibility is then followed by a cleanup action plan and the engineering design. Bid documents are prepared to "build or construct" the cleanup under a public works contract. Finally, once a cleanup is "constructed" contracts may be entered for operation, maintenance and monitoring to protect the cleanup over-time and ensure the remedy is effective.
