Department of Ecology Toxics Cleanup Program Eastern Washington Clean Sites Initiative February 9, 2016 PURPOSE: Provide information on Eastern Washington Clean Sites Initiative projects that are state-led cleanups and managed by Ecology. They are not cleanup grants or loans to a local government where the entire project amount is obligated under one agreement. Cleanup projects are not designed or structured to be fully under contract at any given time. Rather, contracts supporting cleanup projects are entered for each phase of the cleanup (remedial investigation, feasibility study, cleanup action plan, design, construction and post construction operations, maintenance and/or monitoring). Consequently, the reappropriated projects listed below were not under contract by December 2015. The following illustrates how projects are designed to move through the cleanup phases, how project phases require different procurement methods and how project phases require different services or expertise. EXAMPLE: Ideally, Ecology would begin a project by writing a work order (to one of four environmental consultants Ecology has under contract) to carryout specific investigations and complete a feasibility study. The remedial investigation/feasibility is then followed by a cleanup action plan and the engineering design. Bid documents are prepared to "build or construct" the cleanup under a public works contract. Finally, once a cleanup is "constructed" contracts may be entered for operation, maintenance and monitoring to protect the cleanup over-time and ensure the remedy is effective. PROJECT RANK: The projects are in priority order -- all construction ranked above investigations/studies. 2015-17 Reapprop Balance (as of December 2015 - Fiscal Month 6) 30000217 30000351 STCA (K10) ELSA (S29) TOTAL Project Rank Continued with New Funding in 2015-17? The contamination has migrated +1/2 mile off site, has impacted several residential drinking water sources and threatens to contaminate the Pend Oreille River. Construction/O&M: Includes site investigation to confirm the contamination at the site, development of the Remedial Investigation/Feasibility Study, draft Cleanup Action Plan, and specifications including construction project oversight costs. Interim Action: Includes interim action at a former wood treatment facility -- demolishing processing operations, removing and disposing contaminated soil, limited capture of diesel petroleum contaminated groundwater, and installing monitoring wells. Construction/O&M: Includes cleanup to remove chromium contaminated soil and groundwater, and groundwater monitoring and treatment. Bids are being prepared for Spring/Summer 2016 public works construction. 5 Yes Gold Nugget Market Buena 15 Yakima 6,000 1,000 7,000 6 Yes Roby Services of Buena 15 Yakima 2,000 26,000 28,000 7 Yes Moxee City Potw 15 Yakima 28,000 63,000 91,000 8 Yes Marshall Landfill 6 Spokane 927,000 927,000 9 10 Yes Yes Tiger Oil Frenchies Fill-N-Food-Inve 15 15 Yakima Yakima 11 Yes King's Pacific Pride 12 Okanogan 12 No Central Wash University 13 Kittitas 13 No Shoemaker Mfg 13 Kittitas 14 No Project Contingency N/A Statewide Construction/O&M: Includes site investigation to confirm soil and groundwater contamination boundary conditions, remediation (cleanup) and monitoring of groundwater after remediation. Construction/O&M: Includes site investigation to confirm soil and groundwater contamination boundary conditions, remediation (cleanup), and monitoring of groundwater after remediation. Construction/O&M: Includes the completion of the site investigation to determine the extent of the contamination, interim action plan, groundwater monitoring and groundwater injection treatment. Remedial Investigation/Feasibility Study, Cleanup Action Plan & Design to Prepare for 2015-17 Request: Includes: installation of up to (2) deep aquifer wells, decommission up to (4) damaged wells; repair up to (2) damaged wells; perform hydraulic conductivity tests; conduct geophysical survey to assess subsurface geology; and additional groundwater monitoring.  Remedial Investigation field work ongoing. Remedial Investigation/Feasibility Study: Continues the investigation of the extent of petroleum contamination that was discovered after an underground storage tank was removed from the property. Remedial Investigation/Feasibility Study: Includes site investigation to confirm the extent of the contamination at the site, and remedial action. Remedial Investigation/Feasibility Study: Central Washington University has four cleanup sites that are in various stages of investigation and cleanup. This funding would complete the investigation at the sites and provide funding to complete the necessary cleanup work. Remedial Investigation/Feasibility Study: Includes site investigation to confirm soil and groundwater contamination boundary conditions, remediation (cleanup) and monitoring of groundwater.
