For ease of reference, your request is replicated below together with the response. I write to you as the organisation that is most likely to have the institutional knowledge pertaining to the Association of Chief Police Officers in Scotland (ACPOS). If this is not the case, I would be grateful if you could let me know who I should direct my request to. I wish to know: a) From what date did ACPOS send members to represent it to sit on the board of the Terrorism and Allied Matters Committee (ACPO TAM), a business area of the Association of Chief Police Officers of England, Wales and Northern Ireland. b) A list of all Scottish police officers who attended meetings of ACPO TAM of rank of Assistant Chief Constable level or higher, and the individual forces they represented. Firstly, please accept my apologies for the delay in responding to you, as I previously explained to you the Association of Chief Police Officers in Scotland (ACPOS) no longer exists therefore there is no central unit that could be contacted for this information. Unfortunately, from further enquiry, the only way to establish the data requested by you was to undertake a word search of the ACPOS files for ‘TAM’. This produced 3069 files, however, to establish if these files are relevant to your request would require a manual examination of the files. In accordance with Sections 12(1) (Excessive cost of compliance) and 16(4) (Refusal of request) of the Freedom of Information (Scotland) Act 2002 (the Act), this letter represents a Refusal Notice. If I was to use the example that it took approximately 1 minute to check each file in order to establish if the data contained within would answer your specific questions, then calculations show that for the 3069 files, it would take approximately 51 hours, and would cost approximately £767.25 to carry out this task. Since the establishment of Police Scotland on 1 April 2013, the following officers (of rank of ACC level or higher) have attended ACPO TAM meetings:     DCC Iain Livingstone Chief Constable Stephen House ACC Ruaraidh Nicolson Chief Constable Phil Gormley Again, the data provided should not be taken as a definitive list of individuals in attendance because as previously described a manual search of 3069 files would require to be undertaken which is not feasible within the cost limits under the Act. Moreover, I can also inform you that there are a further 473 ACPOS records deposited at the National Records of Scotland (NRS). Whilst the records may not be of relevance to your request, it may be beneficial for you to direct your request to them.
