Count 3: MISDEMEANOR THEFT The above-named defendant on or about Saturday, May 15, 2010, at 2030 Hwy 16, in the City of La Crosse, La Crosse County, Wisconsin, did intentionally take and carry away the movable property of Alexandra Vang without consent and with intent to permanently deprive the owner of possession of the property, contrary to sec. and Wis. Stats, a Class A Misdemeanor, and upon conviction may be fined not more than Ten Thousand Dollars or imprisoned not more than nine (9) months, or both. Count 4: BATTERY OF A PEACE OFFICER The above?named defendant on or about Saturday, May 15, 2010, at 2031 Sunset Lane, in the City of La Crosse, La Crosse County, Wisconsin, did intentionally cause bodily harm to Dan Ulrich, a law enforcement of?cer acting in an official capacity, by an act done without the consent of such officer, and with knowledge or reason to know that Dan Ulrich was a law enforcement of?cer, contrary to sec. Stella Kruse Page 2 of 3 Count 5: DISORDERLY CONDUCT The above-named defendant on Or about Saturday, May 15, 2010, at 2031 Sunset Lane, in the City of La Crosse, La Crosse County, Wisconsin, while in a public or private place, did engage in violent. abusive, indecent, profane, boisterous, unreasonably loud or otherwise disorderly conduct, under circumstances in which such conduct tended to cause or provoke a disturbance, contrary to sea. 947.01, Wis. Stats, a Class Misdemeanor, and upon conviction may be fined not more than One Thousand Dollars or imprisoned not more than ninety (90) days, or both. and prays that the defendant be dealt with according to law; that the basis for complainant?s charge of such offense is: Complainant has reviewed the reports of the La Crosse Police Department, which reflect that on May 15, 2010 at 3:05 am, Officer Ulrich and Of?cer Hagen of the La Crosse Police Department were dispatched to 2031 Sunset Lane, in the City and County of La Crosse, Wisconsin, for a trouble with party complaint. The homeowners, identi?ed as Uriah and Amber Hansen, advised that a woman, later identi?ed as the defendant, Stella Kruse, had come to their door screaming and pounding to be let in. Upon arrival, Officer Ulrich spoke with Amber Hansen, who indicated the defendant was in the back yard and Uriah was trying to speak with the defendant. Officer Ulrich accompanied Amber to the back yard and observed the defendant sitting on the edge of the cement patio with her shoulders slumped over and very glassy eyes. Both Amber and Uriah identified the defendant as the subject who had been screaming and pounding on their door, and neither Amber nor Uriah knew the defendant. Officer Ulrich made contact with the defendant and informed her that he and Of?cer Hagen were with the Police Department and they wanted to see her identification. The defendant immediately tried to stand up, but was instructed to remain seated for the time being. Officer Ulrich again asked to see her identification, but the defendant was very unresponsive and only muttered indiscernible words. Officer Ulrich detected an extremer strong odor of intoxicants coming from the defendant's breath. Officer Ulrich observed a lanyard hanging from the defendant?s neck and in the front see through section of what appeared to be a wallet was a driver's license. Of?cer Ulrich asked the defendant. if she could get her ID out for him, but again she was unresponsive. After several more repeated requests, Officer Ulrich attempted to get the defendant?s ID out from the wallet. While Officer Ulrich attempted to do so, the defendant kicked out her right leg, striking Of?cer Ulrich approximately five to ten inches above his groin area. He rated the pain as a 2, on a scale of 1 to 10, with 10 being the worst pain. Officer Ulrich secured the defendant?s right arm and decentralized her to the ground. Officer Hagen assisted in handcuffing the defendant. The defendant screamed for extremely long periods of time, until she ran out of breath. Officer Ulrich reports the defendant indicated she was not hurt. Officer Ulrich attempted to help the defendant up into a seated position, but due to her combativeness and unwillingness, she remained lying on her stomach for several minutes. When the defendant agreed to be assisted to a seated position, she only did so for a matter of seconds until she became upset and flung herself into a lying position. The defendant was given a PET with a result of .24. The defendant was cleared by the hospital and transported to the Law Enforcement Center. Officer Ulrich reports that Officer Rossman was also investigating a traf?c in which the defendant was involved. Officer Rossman reports that at 3:03 am. on May 15th, he responded to a report of a traf?c crash near 2030 Highway 16, in the City and County of La Crosse, Wisconsin. It was occupied by one female, identi?ed as Alexandra Vang. She was crying and appeared fearful. Of?cer Rossman reports at that same time, other officers were responding to 2031 Sunset Lane for the defendant who was causing a disturbance. Officer Rossman reports he learned that Alexandra Vang and the defendant are acquaintances and used to be co?workers. Alexandra told Of?cer Rossman that tonight, the defendant called Alexandra for a safe ride home because the defendant had been drinking. Alexandra picked the defendant up La Crosse and was driving her to Onalaska. Alexandra was driving and the defendant was a front seat passenger. They were eastbound (north) in the right lane of Highway 16 in the 2000 block traveling about 40 miles per hour, when the defendant punched Alexandra in the right side of her face. Alexandra indicated that the defendant did this for no reason, and that there had been no argument. Alexandra indicated that it did hurt. The defendant then kicked Alexandra several times in the right shoulder, and yanked the steering wheel to the side, causing the car to veer off the road. Alexandra indicated the car went up over the curb, crossed the boulevard and bicycle trail, went off the curb and across the frontage road before stopping in the front yard of 2030 Highway 16. Alexandra indicated the defendant continued to hit and pull her hair even as the car was coasting out of control. Alexandra indicated she tried hitting Stella back to defend herself. When the car finally stopped. the defendant got in the back seat and brought her knees to her chest and began walking rocking back and forth. The defendant then grabbed Alexandra's keys from the ignition and ran away. Alexandra explained to Of?cer Rossman that she looked the doors for fear that the defendant would come back and hurt her. Alexandra was able to call her friend who then called Di3patch. Officer Rossman reports that when the defendant was located, of?cers were able to recover Alexandra's keys.
