With each pod we hope to encourage artists of all sorts to hone their craft: writers, painters, potters, carvers, sewers, glassblowers, stained glass makers, and forgers. Connecting the pods to nature…to the woodlands and to the water is a primary goal, firmly rooting the structures in the aesthetic of northwestern Ontario. The pods would be the work space with a home base as a space for the artist and community to gather, and as a resource area for all. The Primary goal would be to develop this as a sustainable go-to centre and a destination. The secondary goal and equally as important is the idea of creating a village-like community that inspires artists to create. The tertiary goal is for residents, summer residents and tourists to visit – an incubator space for community and economic development. There are many precedents for this type of project including Fogo Island Arts Residency Program in Newfoundland, the Deep Bay Cabin at Clear Lake in Riding Mountain National Park, and the Leighton Artists’ Colony at the Banff Centre campus. Giving a voice to artists and the time and space for them to create is at the heart of this community and economic development project. In the very same way, Sioux Narrows-Nestor Falls can take its GREAT OUTDOORS and make a connection through the arts, to a place that tells a story in little and big ways. A story that can only be found if you find your way to an authentic experience, steeped in our history, coloured by our landscape, and made-to-order when the artists come to stay and play! The Centre can also be marketed to other groups such as scientists, photo journalists, or for sketch-camps. In this construct there is no cookie cutter version. What has been created in other places wont be recreated here, the artists pods will be of the unique surroundings. What will truly make this sing is the artists themselves. Carving out time and space for creation is at the top of every artists’ wish list. Add “nature” to the mix and you will inspire artists to create their best works. The artist could be a playwright from the Prairies, or a potter from Quebec, or a carver from right here in Sioux Narrows-Nestor Falls. Estimated use of the POD VILLAGE over a 26-week period from mid-May to the end of October is 13 weeks full-time and on average 2 to 3 days over the remaining 13 weeks. The intent is the artist would immerse themselves into the community and interact with the people and businesses of Sioux Narrows-Nestor Falls. Artist in Residence programs are supported through networks such as ResArtis, and financially though grants from the Canada Council for the Arts. This Council offers diverse grants and services to professional Canadian artists and arts organizations in visual arts, performing arts, literature and circus arts. The first session was held in Sioux Narrows Municipal office in Council chambers, and attracted approximately 12 people. The second was held at the Nestor Falls Municipal office in the Library and 10 people participated. Subsequently the workbook was issued online for public review and 17 responses were received. The summary includes all responses. The dominant themes are noted in the summary below. Generally there was support for the idea of an Arts Centre if it was complimentary to the existing business and what SN-NF already has to offer. The idea is seen as a way to highlight the community and provide another level to tourism. In order to implement the concept with community support, the follow considerations should be made. positives things about Sioux Narrows-Nestor Falls • Those who choose to live here have strong connection to community • Neighbourly / Family feel in the community • Smaller than Kenora & not the same LOTW crowd, not too overdeveloped • Beautiful Nature, Lake, Forest, W ildlife, Scenery • This area is a draw for people to come to • Peace and quiet • Quaint • T ied to land - Low pollution / sustainability/ eco / healthy living negative things about Sioux Narrows-Nestor Falls • Remoteness • Don’t have reliable services • Things are more expensive • Access to things is limited • Far from major centres and airports, hospitals • Derelict buildings • Tech challenged; not as technologically connected • Expensi ve / high costs • Need a car to get around • Harsh/ lonely in winter • Lack of variety Bridge • • • • • • 8 + Falls Centre Purpose / Function Use existing vacant space as much as possible Use existing lodges as sleeping accommodations (keep business in existing businesses) Support local businesses by being complimentary and partnering U s e i t a s a t o u r i s t d r a w b y c re a t i n g v i b r a n c y. Small, modest to begin with – workspace with small outdoor space Wood stove, and light – comfortabl e workspace, inspirational Aesthetically should be durable and fit into the landscape For both elements of the facility they should be sustainable in their design and construction, financing, and operation, as this is a priority for the community. Prairie Architects Inc. / Winnipeg, MB R3B 0R3 / #300 - 141 Bannatyne Avenue / 204.956.0938 9 3.0 Program Elements Home Base There was overwhelming consensus that existing building infrastructure should be use d for home base. It could be uninhabited space that could be renovated or share space with an existing facility, a location that would have available greenspace next to shore, and can act as home base until a purpose built facility could be built in the future if the need arises. The chosen location should not be remote, easily accessible, take advantage of under utilized existing infrastructure without spending money on something new, it is public and open to the community and visitors, and can accommodate outdoor community space (i.e. fire pit). Program Elements for the Home Base should include: - Welcome Centre with Information kiosk - Display area for art work produced here (Sales to happen in other local businesses) - Classroom Space for workshops, seminars - Material Resource area for extra materials - larger equipment like kilns - Outdoor Space for events - Fire pit - Small cooking or coffee area (possibly a BBQ area), but not one that sells meals to the public - Washrooms - Should be accessible and visible - Should be outfitted with wi-fi Pods W ith the pods the most important thing is to have sheltered work space. The group felt that aesthetically they should be durable and fit into the landscape and can develop over time with 1 - 2 to start. The pods would not have sleeping space as artists should utilize existing lodges in the area. Program Elements for the Pods should include: - Small 12x12 workspace - Workspace to consist of built-in desk space and open area to allow artist to adapt the space to their use - simple equipment - easles - outdoor space - sitting area - natural light - option for a wood stove for heat in the swing seasons - located near outdoor washroom facilities, access to water source - a sustainable power source - views - wi-fi 10 Sioux Narrows - Nestor Falls Bridge & Falls Arts Centre Collective Design Process Bridge + Falls Centre feasibility study Prairie Architects Inc. / Winnipeg, MB R3B 0R3 / #300 - 141 Bannatyne Avenue / 204.956.0938 11 4.0 Potential Sites Th e ori gi n a l sc op e o f the stud y w as to cho o se a site fo r the Ho m e b as e th at wou l d sa ti sf y bo th co mmunities. By providing pontoons at the base of the structure, this pod can be taken to the water as well as the snow during the winter. Freezer panels ensure that the inhabitant is protected from harsh winter conditions. Ultimately, this design gives the artist an opportunity to find tranquility and concentration. Unconstrained by a specific site, the pod can be positioned to take full advantage of direct and indirect sunlight. Solar panels on the roof will capture the suns direct light, while the 10’ high glass facade captures indirect light for a comfortable working environment. The view directional to act as an aperture to the art. The Frame would be lightweight so that it could be powered by a boat motor on the water, or pulled by Snowmobile on the snow and ice. The front deck folds up to provide shelter to the glass front in harsh conditions. Utility space would be housed in the back, and outfitted with a trailer hitch. This pod concept could take advantage of an existing pontoon structure that could be retrofitted to suit. 14 Sioux Narrows - Nestor Falls Bridge & Falls Arts Centre Collective Design Process Bridge + Falls Centre feasibility study Prairie Architects Inc. / Winnipeg, MB R3B 0R3 / #300 - 141 Bannatyne Avenue / 204.956.0938 15 Conceptual Designs P OD 2 - On t h e move This pod has been designed to be transportable to different sites within the region. Like a camper, it is designed as a kit of parts, with canvas and solid panels, this pod can be customized by the artist using it. Wall panels and door panels can be switched around, giving the structure versatility. Moreover, grounded on a standard size truck bed, the pod can be driven to many different locations, constantly changing the context in which it is situated. Solar panels located on the roof provides a renewable source of energy, or it could be plugged into electric campsites to charge the battery. The pod would always be housed on a trailer bed so it could easily be hooked up to a truck for transporting. 16 Sioux Narrows - Nestor Falls Bridge & Falls Arts Centre Collective Design Process Bridge + Falls Centre feasibility study Prairie Architects Inc. / Winnipeg, MB R3B 0R3 / #300 - 141 Bannatyne Avenue / 204.956.0938 17 Conceptual Designs P OD 3 - I n t h e F orest This site-specific shelter is a more permanent intervention in the landscape than the other two options. Consisting of a solid concrete wall for amenities and foundation, the shelter is built to last. However, if it gets relocated, the remnant of the structure becomes a new installation in itself. The wall and foundation floor are left behind to become a sitting area for future visitors to the site. This new gathering space is complemented by both the memory of its former inhabitants as well as anything that the artist might have left behind. The structure opens up from both extremities allowing the artist to expand their working area substantially. A small table also opens up from the wall to economize the interior space of the structure. The facade, while providing shelter, also allows light to come in. The site-specific nature of the structure in conjunction with its open-door concept along with its slat facade over polycarbonate panels, seeks to immerse its inhabitant with the surrounding landscape. Two sides of the structure would fold down to provide an outdoor deck, and expand the workspace, adaptable to different art mediums. Closes the sides ensures the structure to close up the pod during harsh weather conditions. The intent would that this pod be situated in a natural open clearing and all materials would be modular and could be transported to the site with small ATV vehicle. The intent of the structure is to blend in to the landscape and over time, allowing flora to populate a create a natural greenroof, further integrating the structure into the landscape. 18 Sioux Narrows - Nestor Falls Bridge & Falls Arts Centre Collective Design Process Bridge + Falls Centre feasibility study Prairie Architects Inc. / Winnipeg, MB R3B 0R3 / #300 - 141 Bannatyne Avenue / 204.956.0938 19 6.0 Preliminary Cost Estimates Prairie Architects worked with Mike von Tiesenhousen at Tiesenhousen Design & Construction to provide preliminary pricing for the pods. The following estimates are based on the 3 conceptual designs produced by Prairie Architects. It should be noted that if council had a budget to set per pod, the design can be modified to suit. It should also be noted that there may be sources of donations for materials, and large items such as the trailer base, pontoon floats, or tent fabric. The cost assume that they would be built in Winnipeg, pre-fabbed, and brought to site for a 1-2 weeks construction period. If labour was volunteered through artist, students, or other sources, there could be savings here as well, but the costs should still include for personnel with construction experience to oversee the projects. Solar panels would be additional to the costs presented below and can be added to the pods at a later date. There may be incentive programs available at the time of construction from Hydro One that could help implement solar or renewable power sources. An additional source of funding that may be available to the bricks and mortar portion of the project include the Canada Cultural Spaces Fund (CCSF), from Canadian Heritage. The Fund supports Canadian non-profit arts and heritage organizations to improve, renovate and construct arts and heritage facilities and acquire specialized equipment in order to improve physical conditions for artistic creativity and innovation. Further research into the eligibility of the funds for this project can be found at the Link: http://www.pch.gc.ca/eng/1267728945673 The following estimates are presented in the order of the conceptual designs, Pod 1 - On the water, Pods 2 - on the move, and Pod 3 - In the forest. Without detail drawings the cost estimates presented are preliminary for material and labour only. Cost associated with travel or other costs associated with coordinating artists or students groups have not been included. Costs for insurance, legal, permits, and other miscellaneous costs have not been included. 20 Sioux Narrows - Nestor Falls Bridge & Falls Arts Centre Collective Design Process Bridge + Falls Centre feasibility study ESTIMATE # DATE: PROJECT: 2016-126 - 0022 12/4/2015 ARTIST POD 1 TIESENHAUSEN DESIGN & CONSTRUCTION LTD. 22 RUBY ST.
