Barbers Hill ISD currently has twenty such agreements. chapter 313 agreements have been scrutinized and modified significantly in the last several legislative sessions. These revisions have limited the benefits a school district can obtain from such agreements and the most impacted by legislative changes were considerably underrepresented as compared with their industry counterparts at legislative hearings. I believe all of us have shared interests that could benefit from a coalition 0! interested parties; for example, appraisal of industry covered undera 313 agreement, having a voice at the table during the Comptroller rulemaklng process, and responding in a consistent lashion to audit inquiries as school districtsimpacted by these agreements are some examples of ways we could benefit from a coalition oi similarly-situated districts. For example, BHISD recently received an extensive Public Request for inlormation from a media source regarding our Value Limitation Agreements, and I know others of you have received a similar request. My experience has been that Open Records requests are not made tor the purpose of advocating lorthe particular toplc requested, and I believe a consistent approach to responding to such a request would benefit us all. One-halt of Barbers Hill ISD's taxable value is a resultoflndustrial projects associated with Value Limitation Agreements and I know they likewise are a slgnilicant part of your district's values, as well. The bottom line is we are all going to have to be vigilant and proactive to protect our districts' best Interests, thus the Impetus for this gathering to explore interest in forming a coalition to protect one of the key ingredients that has helped Texas become the envy of the rest olthe nation economically.
