DEAR MR. FAILS:

Pursuant to Code of Alabama 1975, Section 38-7-3, a complaint received concerning the above
referenced exempt child care center is hereby referred to you. Section 38?7?3 states in part, "The
district attorney of the county in which the preschool program is located shall, upon proper
presentment of charges, investigate at his discretion any allegation against any such church under
the laws of the State of Alabama."

M3. the mother of three children who attended the above named center made the
following complaints:
A teacher at the center, Ms. Tracy, cursed her three children and hit them with a belt.

The Department received the attached complaint forms on October 7, 2013.
