ORLEANS PARISH SCHOOL BOARD RESOLUTION NO. 07-16 The following resolution was offered by and seconded by . A resolution of the Orleans Parish School Board authorizing its Superintendent to distribute MFP funds to its schools based on the Superintendent’s assessment of student needs and to allocate such funds appropriately, as authorized by law, charter law, and according to processes to be determined by the Superintendent in accordance with law. WHEREAS, Pursuant to La. Const. Art. 8 § 13, the Board of Elementary and Secondary Education (BESE) establishes the funding to be allocated to each school system through the Minimum Foundation Program (MFP); and, WHEREAS, MFP funds are a block grant to school systems, and, traditionally, each local district determines how to distribute this block grant to its schools based on a needs assessment conducted by the superintendent of that district; and, WHEREAS, pursuant to La. R.S. 17:95, each superintendent is treasurer of all school funds and, as such, is empowered to implement appropriate processes, as well as to consult with school district staff and other stakeholders as deemed necessary to aid in assessing student needs and determining the appropriate allocation of MFP funds to best serve those needs; and, WHEREAS, each superintendent is responsible for utilizing such assessments and determinations in the preparation of the annual budget to be adopted by the school board; and, WHEREAS, the Orleans Parish School Board desires to ensure that its Superintendent, assesses the needs of students in the school district and allocate funds appropriately according to the state law, specifically charter law, and the Board’s annual budgeting process and to engage whatever processes the Superintendent deems necessary to meet these aims. NOW, THEREFORE, BE IT RESOLVED that the Orleans Parish School Board authorizes its Superintendent to perform the lawful duties that are essential to the role of treasurer including, but not limited to, distributing MFP funds to schools based on the Superintendent’s assessment of student needs and to allocate such funds appropriately, as authorized by law, specifically charter law, and according to processes to be determined by the Superintendent, in accordance with law and specifically charter law.
