ASSOCIATION OF CHIEF POLICE OFFICERS OF ENGLAND, WALES AND NORTHERN IRELAND COUNCIL COMMITTEE ON TERRORISM AND ALLIED MATTERS MINUTES OF MEETING DATE: THURSDAY 28th JULY 1999 LOCATION: MISKIN MANOR, MIS~, MID-GLAMORGAN, SOUTH WALES 3/99/19 National Public Order Intelligence Unit (NPOIU) The Secretary said that the Unit is now in existence and is co-located with the Animal Rights National Index (ARNI). The Unit is already involved in work relating to current threats and challenges He described the work to be done under three headings:Marketing: This is required to make the facility better lmown across the Police Service. Linkage: There is a need to link the NPOTIJ element of the National Public Order Intelligence System with the work led by HSBs in Forces and to bring together all the components that will make up the flow of intelligence in addition to the specific work done by the NPOTIJ. The Secretary told members that he will be having a meeting with Mr Hollis, Secretary of the ACPO Public Order Sub-Committee with a view to putting forward a proposal that there would be Strategic Oversight which would encompass both TAM and ACPO Public Order. This would address transition to new steering group arrangements. Funding: The meeting with Mr Hollis would also encompass this issue. It is envisaged that there will be a migration from the existing arrangements that apply to ARNI into ARNI ''Plus". Progress is being made on this issue. The Chairman spoke about the funding issue and said that a Business Case will need to be made in order for funding to be provided to the Metropolitan Police and the mechanics of this need to be discussed between the Public Order Committee and the Home Office. Mr Knight said that the Home Office were ready to ensure a smooth transition and were willing to sit on any Group as required. Action; The Secretary to meet with ACC Hollis to discuss NPOIU/HSB linkage, funding, strategic overnight and Steering Group matters and report to the next meeting.
