Under the proposal, the department would place two inmates in a 47.9-square-foot cell containing two bunks and a toilet. "If you can come up with a better way to do this, understanding the fact that we are 162 percent of capacity without double-celling, I'm willing to listen to you," said Nic Howell, spokesman for the Department of Corrections.
