As I indicated to you during our discussion, I am contacting you as the City Attorney and municipal prosecutor for Buckhannon. I believe your office's most recent involvement with these cases was in December of 2012 when you were contacted by the Upshur County, West Virginia prosecuting attorney's office. Mr. Edwards then had been detained during a traffic stop here, and our Deputy Sheriff's database check conducted during the stop confirmed the outstanding warrants in Bexar County. During our conversation, you informed me that both cases are in fact still current and open, and that if Mr. Edwards returned to Texas, he would be required to face these charges there. I further understand that a capias had been issued by the court in Bexar County, and that Mr. Edwards is regarded there as a fugitive from justice. In order for me and our local, governmental officials here to better understand the charges confronting Mr. Edwards, my receipt and review of documents in your office's possession are indispensable to my investigation.
