Pinckney Street, Suite 615 Madison, WI 53703?3220 Dear Mr. Murray: The Milwaukee County Sheriff?s Of?ce, as a member of the Milwaukee County Community Justice Council (CJ C), does n_0t endorse the submission by the CJC and the Milwaukee Homicide Review Commission for a potential $50,000 grant award under the grant title of: Criminal Justice: AG Criminal Justice Coordinating Councils 2010, Web Posted: 5/28/2012 The Milwaukee Homicide Review Commission (HRC) has been notorious for making claims of reducing homicides in years when the numbers match their claim, but are silent in years when the data reveals an increase in the number of homicides in Milwaukee County. The HRC has become a self-perpetuating cottage industry whose tentacles are now trying to extend into the C. They promote linear thinking, supported by no analysis that would pass muster within the academic research community. Their data spin supports the linear thinking of like-minded members of the CJC whose agenda promotes deferred prosecutions, ?no process? of cases, and expands social engineering programs for criminals. This results in a revolving door for inmates in my jail and a recidivism rate that is untenable. No peer review of their claims is ever conducted or allowed. Generally, recidivism is measured by criminal acts that resulted in a subject's re?arrest, reconviction, or return to prison with a new sentence during a determinate period following release. We would be more than willing to provide the CJC with recidivism data utilizing our program. For you to provide a grant would be a duplication of effort. The building of a data bank and the unbiased and scholarly review of the data sets are appropriate for a university setting. I would endorse the use of an academic institution that comprehends the variables involved in statistical review to analyze crime data, and I can subject our data to their scrutiny and veri?cation. Wrong conclusions reached in crime analysis will further support inappropriate actions taken by the members of the C. The concept of building a databank of crime information and spinning the data to support social engineering of the criminal and further silencing the victims of violent crime is an indefensible position.
