Dear I udge Levi,

I am writing this letter to express my deep shame and sorrow for having committed my
crime, for which I am being sentenced, and to provide some additional information about
my background.

It has been impossible for me to reconcile the two parts of my life. I am seventy years old;
I feel as if all the good I have done or tried to do has been nulli?ed by the actions I took
based on some sense of ?nancial insecurity, compounded by arrogance, that led me to this
place. This experience of the accusations by the government, the long meetings with
prosecutors, colleagues and lawyers and the eventual understanding and acceptance of my
wrong doing has been very debilitating to me, to the point that I have sought 
care to help me cope.

Throughout my professional life, I have considered myself a physician, with all the ethical
and moral substance the position commands. I have spent many hours with my medical
students imbuing in them the Hippocratic construct of the ?good? doctor, the respect that
society will accord you, and the necessity to he virtuous if healing is to be effected. And
new I find myself disgraced, having allowed my precious medical license to he used by
others for Fraudulent purposes.

lDver the course of my life I have undertaken good things that deserve your consideration
in sentencing me. For example I spent three months as the sole volunteer doctor to an
orphanage in Southern Mexico treating tuberculosis in over l?tlfl children. For many years
I served as a non?paid commissioner for the city of Los Angeles and helped develop the
protocols for the safe handling of prisoners acutely intoxicated with PCP. I set up a
Spanish-language help line at the county hospital in Los Angeles for young Hispanic
mothers with ncwboms- I served on the Admissions committee to the UCLA medical
school and helped develop an interracial recruitment program which included my
personally speaking to students at high schools in the inner city. Ironically, I was on the
California Board of Medical Quality Assurance [now the California Medical Board} for
FEMS, and conducted over sixty appellate hearings for doctors asking to have their
licenses reinstated. I am currently serving on the Biotetrorism Preparedness Committee
