Kaiser RFP Update 2/27/2014  Meetings held during the week of 2/24-2/28 with both CECC and Agrex at POT headquarters. o CECC presents their desired timeline and acreage  A Draft lease sent to Lou Paulson at Esterbrook’s direction to determine what needs to be modified from the final Targa lease.  Lou and Larry to complete first draft and deliver to CECC by Monday 3/3/14.  Will include only Kaiser property and easement language for Taylor Way for pipeline to the Snail Property (30 acres).  CECC needs up to 60 days to do due diligence on Parcel 14 and the snail property.  CECC wants option on the Arkema property – need to determine if we can do and how much to charge.  CECC wants to barge from Kalama and Clatskanie to POT and then load ocean going vessels (Cape Class ) at Port of Tacoma. This will require a pocket dredge by POT to 56’ at EB1. Engineering will have an estimate early next week.  POT and CECC agreed to meet weekly until a lease is signed.  Next week we will meet regarding permitting.  Rick Desimone will meet with Julie C to start mapping out outreach plan.  Engineering staff will be here next week from China to meet Thais. o Agrex presents a modified proposal for infrastructure and financial incentives to the Port of Tacoma.  REDUCED land from 45 to 38 acres.  OFFERED TO PAY $15 million in infrastructure costs. Still leaves over $20 million as Port of Tacoma responsibility.  PCT gate would have to move – POT staff indicated Agrex should bear this cost.  BPA authorization questionable as Agrex needs to offer them a route into their property – at their expense.  POT staff indicated we would review and respond.
