Spection sheets giving Mrs. Mrs. Stokes called Mr. Tad Griffin of Grif?n Security. He appeared on the scene with a set of Plans drawn 193? Spectrum, apparently a drafting company Mr. Tad Grif?n stated that he had begun work on the security system about three to four Weeks ago. but had not as yet begun the life safety equipment installation. Mrs. Stokes Opened the day care and began taking children in April, Gail Clausell called the Mobile County Building Inspections Department. Mr. Jimmy Davis arrived on the scene and stated that Mrs. Stokes had never applied for a building permit nor a change of use permit and she did not have a certi?cate of occupancy for running a day care on those premises and that the building did not meet the building code for occupancy by a day care. Mr. Roland McMichael, Chief Plumbing Inspector of the Mobile County Health Department, arrived on the scene and stated that no plans had been received by his department for a day care center and no plumbing permit was issued for the location. He stated that the facility did not meet the present plumbing code for day care operations. He also noted that the building was on an onsite waste disposal system. Since Mrs. Stokes never submitted plans for the plumbing or noti?ed the Onsite Department that the building was on an onsite system she was in violation of the Alabama Rules for Onsite Sewage Disposal as well as the plumbing code. The building inspector requested entry to the stairwell leading to the second ?oor. The door to this area was locked and Mrs. Stokes stated that she did no have a key. She called the owner of the building who came to the site, but the building inspector had to leave before she arrived. The owner informed Mr. McMichael that the septic tank was buried beneath the slab that formed the ?oor of the dining area and kitchen. Mrs. Stokes and Gail Clausell both called the City of Mobile Fire Inspection Department. Inspector Nick Boren and Inspector S.L. Stephens arrived on the scene. Mr. Boren informed Ms. Stokes that no plans had been reviewed for the Alpha and Omega Day Care and as far as he knew no architect or engineer had submitted any. Mr. Boren informed Mrs. Stokes that she was never given permission by the Fire Department to operate the establishment and that it was very much out of code. Ms. Stokes insisted that Mr. Boren had given her permission and that the paper he gave her was her permission. The room housing babies, 6weeks to 1 year is very small. It contained 9 babies and 2 attendants when we ?rst looked in. Later there was only one attendant and 8 babies. The room was very crowded with little room for the attendant to walk. There was not enough baby cribs, so babies were in carriers, a walker and a swing. There was only one crib with wheels and only one entrance/exit to the room.
