The playground was enclosed on two sides by back side was enclosed by a wooden fence in poor repair. Bo After obtaining the statements of the plumber, the life safety equipment installer and the building inspector, I made the decision to close the center as the overcrowding (approximately 58 children in 4 rooms), the lack of any life safety equipment other than exit signs over the doors, the dangerous cooking of food in an unequipped kitchen, the doors that only opened inward, the lack of enough plumbing facilities (only 2 adult sized commodes and 2 adult?height hand sinks) and the lack of adequate staff to evacuate the children in an emergency posed a clear and present danger as well as an imminent health hazard to the children in Mrs. Stokes care. The building inspector, Mr. Davis, agreed with my decision and signed the Legal Notice I issued to Mrs. Stokes. I informed Mrs. Stokes that she was to cease operations immediately. She refused to do so and I informed her that I would call the District Attorney to issue a warrant. She then agreed to close. Mrs. Stokes re?ised at ?rst to Sign the legal notice and I told her that it was all right with me, that I would write on it that the owner re?ised to sign and she could take it up with the District Attorney. She then signed the Legal Notice and instructed her helpers to start calling parents to pick up their children. Upon their arrival, Inspectors Boren and Stephens concurred with my actions and wrote Mm Stokes another ?Notlce of Fire Hazard? and told her she could not re?open until plans were submitted by an architect to the City of Mobile Fire Department, the County Building Inspection Department and the Mobile County Health Department and all life safety equipment was in place and an inspection was conducted by the Fire Department.
