Yes, it is a $204 billion investment in transportation options and is a critical document that will guide the future of our region. 2. Do you think the 2015 SANDAG RTP complies with the state's 2035 and 2050 Executive Orders (reducing greenhouse gas emissions to 80 percent below 1990 leveEs by 2050)? a. The Executive Orders are statewide goals for all sectors and there are not specific goals for regional agencies like SANDAG to achieve. Current litigation has been about how much SANDAG has to analyze and disclose with regards to its plans in order to comply with CEQA. The Plan sees 28% and 27% lower GHG emissions in 2035 and 2050 but doesn't meet the Executive Order because total GHG emissions would be higher than the regions "equal share" throughout the state. (I would want to send this to SANDAG so they can confirm numbers). "The goals for 2035 and 2050 in the state?s Executive Orders are statewide goals for all sectors, not speci?c .goals for regional agencies like SANDAG to achieve. No law exists that requires SANDAG to meet the goals in the Executive Orders the arguments in litigation have been about how much SAN DAG has to analyze and disclose with regard to its plans and the Executive Orders in order to comply with the California Environmental Quality Act. The only portion of the statewide goals SANDAG has mandated GHG reduction targets for is passenger cars and light duty trucks, for 2020 and 2030, and the Regional Plan is projected to exceed these goals. An analogous example may be the statewide goal to reduce water use. Locally there is a goal to reduce water use by 25% and a mandate in the City of San Diego to only water yards on certain days ofthe week. Each household is net required to meet the stateWide goal, nor is it required in each type of water use to Show a cut of 25%, it is up to each of us to. decide whether to cut back on showers and running dishwashers and washing machines the only requirement for each household that is speci?c is to water on, certain days, 3. if yes, how do you explain projections in its regional transportation plan that greenhouse gas emissions wiil be above the local reference points for the 2035 and 2050 state GHG Executive Order targets? (on page 4.883 of it says the 2050 local reference point is 80 percent of the San Diego region?s 1990 emissions level). The graph shows the San Diego region's greenhouse gas emissions are projected to be well above that reference point. The analysis of the Executive Orders is appropriately included in the EIR and shows how existing regulations will affect GHG reductions over time. It should be noted that the EIR only makes assumptions about future emissions based on regulations that are in place today. While it is'iikely the legislature will pass regulations that further reduce emissions related to fuel efficiency, fuel type, electricity generation, freight vehicles, and other sources of GHG emissions, SANDAG did not make assumptions about What those further reductions would be in the context of the EIR (an EIR does not enable SANDAG to speculate about future regulations. We are required to have substantial evidence for the: assumptions we make). 4. If no, why do you support it? 5. Wiil the SANDAG regional transportation plan allow the city of San Diego to reach its climate action plan goals for biking, walking and transit? SANDAG does not inhibit the City of San Diego from regulating land use or building bike and walking facilities to meet its goals. Further, transit investments were Clearly outlined at the time the city prepared its CAP. It is currently unknown if the City will meet its goals.
