Rodney,

Council and the developer for Pilot Knob are considering a deal to enhance affordability that would result in the
conversion of all residential and MP in Pilot Knob to SMARTHousing status. I am very concerned about the
?scal impact to DSD with this as it is a very large development with a signi?cant workload and as we move to
enterprise status it could create a signi?cant revenue gap for DSD. AWU will likely object to the ?scal impact
and perhaps DSD should at least point out the expected ?scal impact to our business units. Without knowing
their platting and development strategy it is dif?cult to quantify the impact but it will be signi?cant. Let me
know if we need to discuss further. This is on the Council agenda for December 10th for 3rd reading and ?nal
action so we need to move quickly. Thanks
