CITIZEN REVIEW COMMITTEE Community Oversight of Portland Police Bureau Kristin Malone, Chair Message: 503-823-0926 Fax: 503-823-3530 TTD: 503-823-6868 E-mail: crc@portlandoregon.gov www.portlandoregon.gov/auditor/ipr On April 20, 2016, the Citizen Review Committee voted unanimously the following motion: Whereas, representatives of the Committee received approximately 24 hours’ notice of the non-attendance of Police Bureau personnel at the hearing set for April 20, 2016; Whereas, the Committee believes the non-attendance of Police Bureau personnel violates Portland City Code; Whereas, the Committee believes the non-attendance of Police Bureau personnel is disrespectful to the appellant, the volunteers of the Committee and its role under City Code; Whereas, the Police Bureau failed in advance to meet with the Committee to discuss any concerns regarding the Committee’s safety protocols; Whereas, Portland City Code 3.21.160 D authorizes the Committee to require the attendance of specified Police Bureau personnel for an appeal; Whereas, the attendance of all parties at an appeal, including Police Bureau personnel, is essential for a fair and complete hearing; Therefore, it is moved that the Committee requires the attendance of the Internal Affairs Investigator, Captain of the Professional Standards Division, the Precinct Commander of the involved Police Bureau member, and the Director of the Independent Police Review to be present at the May 4, 2016, Appeal Hearing on case 2015-C-0104.
