The FAA can not deny ATSAP reports already being filed or their own flight check pilot. 1 Interestingly, Dale sent me an ASRS report last week about a driving range with really bright lights on in the fog. The glow totally disoriented the pilot. I'm sure the glow was nothing like what the stadium is going to put out. This could be really messed up. There's already a lot of money spent and we can't move the airplanes. What do we do? Shut down SJC during an event or turn off the stadium every time there's an airplane? Neither options are feasible.... Section 552(b)(6) Today I was a little taken aback when you told me even the stadium operators agreed the lights from the JumboTron were really bright, but nothing is going to be done to avoid a possible or maybe even probable situation starting with the first event at the stadium on August 2nd. The "let’s wait and see" what happens approach is not one that NATCA prefers. Once again I would like to state a couple of recommendations from the SJC NATCA representative: • • • Representatives from the Levi Stadium operator shall contact SJC Tower directly thirty (30) minutes prior to the two large JumboTrons being turned on and also advise the facility when the screens are turned off. SJC ATCT shall be required to notify pilots either verbally or through the use of the ATIS, but not both of the potential hazard that exists with the operation of the JumboTrons. Anytime the JumboTrons are in use at Levi Stadium visual approaches to with runways 30 or 12 shall not be authorized and only precision approaches shall be used. Robert Utley and I will continue to remain in contact with the NATCA Representative at SJC reference this situation. We will contact you on August 4th and advise how the Saturday, August 2nd event went.
