DC13U006 This Agreement is made and entered into by and between the City of Seattle (?the City"), a Washington municipal corporation, through its Department of Planning and Development. as represented by the Director; and Collins Woerrnan, T10 Second Avenue. Suite 1400, Seattle, Washington 93104 (?Consultant?). a corporation of the State of Washington and authorized to do business in the State of Washington. The original agreement for consultant services for "Unreiniorced Masonry Retro?t Program Cost Bene?tAnalysis? is amended as follows. All other terms and conditions of the original Agreement, as amended, remain in effect. The Contract is amended as follows: 1. TERM OF AGREEMENT. The end date for the contract scope of work is revised from "June 31, 2013? to "December 31. 2013." 3. SCOPE OF WORK. Task 5. Benefit Cost Analysis and Report (Excerpt of original Task 5) Based on the research and analysis done in previous steps, the Consultant will prepare a ?nal report that describes the bene?ts and costs of each alternative re?ned in Task 1. a The overall economic impacts of the major seismic retro?t program alternatives. - Financing and regulatory implementation options that would better align bene?ts and costs of a lull URM seismic retrofit program. The Consultant will define, analyze and summarize the key parameters of each ?nancial incentive option. This analysis will address for each ?nancing option its eligibility rules, speci?c retro?t measure applicability, per-building and aggregate program ?nancing capacity for Seattle URMs, the option's management, selection and financial oversight responsibilities, its flexibility of use and timeliness, as well as any other special opportunities or limitations. It will also identify the approximate numbers, shares or de?ned subsets of the Seattle URM buildings that could potentially benefit from each option. Deliverable: Detailed Descriptive Matrix of DPD Committee Financing and Incentive Options, with explanatory transmittal memo. TASK 5b. Research Other Potential URM Retrofit Financing or incentive Options. The Consultant will investigate and identify any potential additional URM retrofit financial incentive tools and options not developed by the committee. This task will include examining gaps in probable coverage of the committee's set of options, exploring potential opportunities with private investment funds. as well as other possibilities that are identi?ed through research and interviews with experts, the Technical Advisory group. and others. The Consultant will define one or more sets of ?nancing and incentive options that could comprise a multi-faceted Seattle URM retrofit ?nancial incentive assistance strategy. This task will include analyzing options identified above. identifying the potential size, ?exibility and administrative requirements of each along with other factors, and designing sets that complement one another as potential mixed strategies for reaching a broad range of the targeted inventory of Seattle URM buildings. 0 Tech memo describing rationale for selected program packages and - Determination of program packages relative and limitations TA SK 50'. Deliverable: Tech memo describing one or more composite implementation strategies, covering all key elements of program delivery. TASK 5e. Prepare Draft and Finai Report and Organize DPD Team Review and Lead Externai Presentations. The Consultant will prepare a draft report on the discussions and meetings to solicit feedback and insights, incorporating ?ndings into the overall benefits and costs analysis. Consultant will present findings in draft form to city staff and of?ciais, Technical Advisory Group (TAG), and others to be determined, potentially including City Council, senior staff, and at least one public interest forum developed by others.
