Executive Principal, Hunters Lane High School Re: incorrect information in Internal Review Dated 03/29/2016 Date: April 4, 2016 CC: Dr. Paul Changas, Dr. Tina Stenson On March 31, 2016, Dr. Aimee Wyatt, Chief Exec Officer for High Schools met with me to go over the internal review report before it was distributed to the board members and others. I asked for this report when the meeting was scheduled on March 29th, but Dr. Wyatt wanted us to read it together for the ?rst time. I have read the report and am concerned with some of the information reported because several items are either (1) inaccurate; (2) misleading or (3) fault Hunters Lane while other schools are simply named as "other schools.? There also does not seem to be any shared responsibility with the department of leadership and learning who encouraged schools to move failing students out of EOC courses and there is no notation that I had been given authorization on multiple occasions from Chief Academic foicer?Steele to move students out of classes they were failing even though I have provided written proof to you that he authorized such changes. Moving those students was consistent with TN Board of Education Policy 2.103 which states as part of Elements of School-Wide Reform: EXTRA SUPPORT TO MEET STUDENT NEEDS Policy Implications: b. Students entering 9th grade unprepared for rigorous high school work and/or students who are anticipated to experience di??iculty in passing the state end of course assessments will be given extra help and extra time so that they can perform at grade level. Students will be identi?ed through the or ReadiStep tests as well as other appropriate assessments. Schools are encouraged to experiment with ways to accomplish this including but not limited to: high school readiness programs during the summer prior to 9th grade extended time to master challenging courses, with elective credit given for the additional units tutoring by teachers, peers or community volunteers during school, before and after school, and on weekends. an accelerated program to bring 9th grade students up to grade level computer assisted programs - The state will encourage and assist schools in developing innovative methods to provide extra help and extra time for students requiring it. A combination of federal, state, and local resources will be used for this purpose. This state policy is not included in the internal review. In addition, the Internal Review reads as if these decisions were completely autonomous on the part of the schools. The student then has the following options to earn the Spring credit: 0 Enroll student in summer school at either McGavock or Glencliff. We will be offering some courses with a certified mentor teacher and TFA teacher. Your counselors will need to work with Nicole Cobb on this. 0 Enroll student in a SPRING semester course that is offered in fall 2014. This may be tricky with some of your schedules; however, you could work out a teacher schedule where they teach the Spring course in the fail and have independent study in the spring to take the next group of students needing recovery. 0 Enroll student in a virtual school course for either the summer or the fall semester. {This is not a viable choice for students who failed a course due to academic dif?culty please discuss this option with James Witty or Michelle Wilcox.) Regardless of the option you choose, you need to be aware that if the course is on EOC course, the student will test at the end of the Spring semester of the course. Therefore, in all of these options, the student?s test score will count on NEXT year?s data and not this year?s data. Also, if you are opting to do this, it must be done no later than Monday since we are already well in to the semester. if you have questions, please call me at - Thank you. This is the reason Dr. Steele and I spoke via telephone and not via email about moving students who passed the semester but were currently failing. Hunters Lane is portrayed in general, differently than any other school and is singled out which for reasons that are inexplicable. 2 a Recommended Remedy 1: 0 Include State Board Policy in Internal Review 0 Include both emails sent by Dr. Wyatt on February 11, 2014 in Internal Review 0 Explain that the Chief Academic Of?cer gave "some" (or at least one) school(s) permission to move students who passed fall semester but were failing spring semester as part of the continuous improvement process since some of our schools have students who are further behind academically than others, and the principals know their students better than central of?ce administrators who do not work with them on a daily basis. Concerns by page of internal review: Page 5: In paragraph 1 under State Student Record Inquiry Findings: "While some of these cases could be explained by excessive absences, transition between schools, disciplinary actions or other extenuating circumstances, others could not.? In paragraph 2 it implies there are 86 students who may not meet the criteria above. Last night Dr. Changas emailed me the list of 99 students from Hunters Lane. All 99 are accounted for below. Only I -gon't meet the criteria above due to them earning credit in not as seniors. 17/2543 tests given .006% which is statistically negligible. Pearl Cohn is half the size of Hunters Lane and per student actually has more students who didn?t test that should have. There is no effort to show that the 4 schools on the table serve varying sizes of students. Recommended Remedy 2: 0 Delete table 1 from report 0 Do not name speci?c school names/numbers since the numbers represent 1/10th of and the school names create a concern about speci?c schools that are not warranted based on the small percentage overall. SIPage Page 7: The detailed numbers in paragraph 2 of detailed ?ndings shows a way to share the information without naming speci?c schools. "The only exceptions which require central of?ce approval This sentence fails to indicate that there has not been an approval process and that Dr. Cobb began working on this form when this investigation began as a way to tighten our practices. To say we had/have a process is not true. This process/form is in development now and has not been rolled out as of this date. Paragraph 4 that begins "as indicated in an earlier explains a part of the testing process that is actually false. The State provides school group lists for each teacher of record. Each student on that list must be accounted for. it is not possible for a school to just not turn in documents. Recommended Remedy 3: 0 Remove paragraph about central of?ce approval since no formal process existed then, but one is in development now. 0 Remove all references to the practice ofjust not returning documents which is not possible and would make the reader think MNPS has no handle on its testing practices. Page 8-9: in Table 4 and in all paragraphs which explain the table, IB English is not listed as a legitimate reason to not take the Eng 3 EOC which is a requirement of the State. Recommended Remedy 4: 0 Include lB when AP is mentioned (as it is in Table 6 on page 10). In the ?nal paragraph of page 8 the data switches from 2013-14 to the following year 2014-15. The report states 9) "For Algebra 2, Hunters Lane had 55 of the 145 non tested students identi?ed district wide.? Hunters Lane is named; however, the school that used the wrong course code is not named. Why is Hunters Lane identi?ed for potential problems when other schools remain anonymous? In addition, Hunters Lane had NOT been asked to provide any information about these students. When we requested the list of 55 students, Dr. Changas emailed the list last night at 9:24 pm. When we reviewed the list of 55, we found the following to be true: 38 skipped Algebra II in order to enroll in the high level IB Math Studies; 7 were removed last year after failing the semester and are currently back in the class; 3 are currently enrolled in the course for the ?rst time due to an altered progression plan due to their ELL status; 3 are currently enrolled in the course at another school; 1 earned the credit from another school; 1 would have been enrolled this semester, but dropped out; 1 is currently expelled, and 1 earned the credit in Hunters Lane had not been asked to provide any information about this concern, nor given the opportunity to share this data prior to it being included in the report. Hence, this is a complete surprise that it is even mentioned. Dr. Changas emailed 6 Page earlier this afternoon that he realized that the majority were IB Math Studies students, and started that any mention of Hunters Lane would be removed. Page 9: Paragraph 5 that explains table A2 in Appendix once again mentions Hunters Lane specifically and states that "the vast majority of the 21 students were withdrawn in the 4th 9 weeks.? This is factually inaccurate. Data warehouse documentation proves all students were moved February 17 or 18th, 2014 in response to Dr. Wyatt?s emails and CAO Jay Steele?s verbal permission to remove the students who were failing semester which he remembered authorizing when asked on November 13, 2015. This mistake of the date moved was promised to be changed on April lst. These student will not take an ECG or Gateway (if 10th grader) because they will not be in Alg 18. They will take Alg 18 in the fall. Benefits of the Proposal: - Students who this applies to are only students who are failing based on their progress. There is no other determining factor. If the student remains, s/he is likely to continue to fail since s/he has failed the 1St half of the course. - Students can get content recovery in the class allowing them to be more successful when they take Alg 18 in the fall. I currently have a student who is 1.5 credits behind and will need initial credits to graduate. There will be other cases like this as well, where they don?t have the GPA required for Virtual school but they haVe initial credit that they need. is this something that we will be able to do here? Sue told Jay that was absolutely false and someone is reading something wrong. Sue attested she can prove when when the moves were done and they happened in February. Jay promised to follow up and called later that day on speakerphone and spoke with us about a number of topics.
