I've listed the specific carbon sequestration projects with DOE funding below, as well as the fed budget allocations to clean coal. The Energy Department under Obama has allocated Recovery Act funds to more than 25 projects across the country that capture and sequester C02 emissions from industrial sources ~ such as cement plants, chemical plants, refineries, paper mills, and manufacturing facilities - into underground formations. Three projects are aimed at testing large-scale industrial carbon capture and storage. The three projects are expected to capture and store a total of 6.5 million tons of C02 per year, and increase domestic production of oil by more than 10 million barrels of oil per year by the end of the demonstration period in September 2015. The projects - located in Texas, Illinois, and Louisiana -were selected as part of a $1.4 billion effort to capture C02 from industrial sources for storage. Here are DOE's current carbon sequestration large-scale proje.cts: Air Products & Chemicals, Inc. (Allentown, Pa.) -Air Products is partnering with Denbury Onshore LLC to capture and sequester 1 million tons of C02 per year from existing steam-methane reformers in Port Arthur, Texas, starting in November 2012. Air Products will transport the captured gas to oil fields in eastern Texas by pipeline where it will be used for enhanced oil recovery. The project team includes Air Products & Chemicals, Denbury Onshore LLC, the University of Texas Bureau of Economic Page 2of6 Print Geology, and Valero Energy Corporation. This project is currently in operation. A dedication ceremony was held May 2013. Archer Daniels Midland Company (Decatur, Ill.)- The project will capture and sequester 1 million tons of C02 per year from an existing ethanol plant in Illinois, starting in August 2012. The C02 will be sequestered in the Mt. Simon Sandstone, a well-characterized saline reservoir located about one mile from the plant. The project team includes Archer Daniels Midland, Schlumberger Carbon Services, and the Illinois State Geological Survey. This project is currently under construction . Leucadia Energy, LLC (New York, N.Y.) - Leucadia and Denbury Onshore LLC will capture and sequester 4.5 million tons of C02 per year from a new methanol plant in Lake Charles, La. The C02 will be delivered via a 12-mile connector pipeline to an existing Denbury interstate C02 pipeline and sequestered via use for enhanced oil recovery in the West Hastings oilfield. The project team includes Leucadia Energy, Denbury, General Electric, Halder Topsoe, Black & Veatch, Turner Industries, and The University of Texas Bureau of Economic Geology. This project is currently under development. In addition to the above, the below seven projects aim to find ways to convert captured carbon dioxide (C02) emissions from industrial sources into useful products such as fuel, plastics, cement, and fertilizers . Funded with $106 million from the American Recovery and Reinvestment Act -matched with $156 million in private cost-share.The selections demonstrate the potential opportunity to use C0 2 as an inexpensive raw material that can help reduce carbon dioxide emissions while producing useful by-products that Americans can use. Converting captured C02 into products such as chemicals, carbonates, plastics, fuels, building materials, and other commodities is an important aspect of carbon capture and storage technology. Converting C02 into other useful forms can help reduce carbon emissions in areas where long-term storage of C02 is not practical. It is anticipated that large volumes of C02 will be available as fossil fuel-based power plants and other C02-emitting industries are equipped with C02 emissions control technologies to comply with regulatory requirements. These include: Ramgen Power Systems (Bellevue, Wash .) - Funding will allow the industrial-sized scale-up and testing of an existing advanced C02 compression project with the objective of reducing time to commercialization, technology risk, and cost. (DOE Share: $20 million) Novomer Inc. (Ithaca, N.Y.) - Teaming with Albemarle Corporation and the Eastman Kodak Co., Novomer will develop a process for converting Print Page 3of6 waste C02 into a number of polycarbonate products (plastics) for use in the packaging industry. Novomer's novel catalyst technology enables C02 to react with petrochemical epoxides to create a family of thermoplastic polymers that are up to 50 percent by weight C02. The project has the potential to convert C02 from an industrial waste stream into a lasting material that can be used in the manufacture of bottles, films, laminates, coatings on food and beverage cans, and in other wood and metal surface applications. Novomer has secured site commitments in Rochester, NY, Baton Rouge, Louisiana, and Orangeburg, SC where Phase 2 work will be performed. (DOE Share: $18.417,989) Touchstone Research Laboratory Ltd. (Triadelphia, W. Va.) - This project will pilot-test an open-pond algae production technology that can capture at least 60 percent of flue gas C02 from an industrial coal-fired source to produce biofuel and other high value co-products. A novel phase change material incorporated in Touchstone's technology will cover the algae pond surface to regulate daily temperature, reduce evaporation, and control the infiltration of invasive species. Lipids extracted from harvested algae will be converted to a bio-fuel, and an anaerobic digestion process will be developed and tested for converting residual biomass into methane. The host site for the pilot project is Cedar Lane Farms in Wooster, Ohio. (DOE Share: $6,239,542) Phycal, LLC (Highland Heights, Ohio)- Phycal will complete development of an integrated system designed to produce liquid biocrude fuel from microalgae cultivated with captured C02. The algal biocrude can be blended with other fuels for power generation or processed into a variety of renewable drop-in replacement fuels such as jet fuel and biodiesel. Phycal will design, build, and operate a COi-to-algae-tobiofuels facility at a nominal thirty acre site in Central Oahu (near Wahiawa and Kapolei), Hawaii. Hawaii Electric Company will qualify the biocrude for boiler use, and Tesoro will supply C02 and evaluate fuel products. (DOE Share: $24,243,509) Skyonic Corporation (Austin, Texas) -Skyonic Corporation will continue the development of SkyMine® mineralization technology - a potential replacement for existing scrubber technology. The SkyMine process transforms C02 into solid carbonate and/or bicarbonate materials while also removing sulfur oxides, nitrogen dioxide, mercury and other heavy metals from flue gas streams of industrial processes. Solid carbonates are ideal for long-term, safe aboveground storage without pipelines, subterranean injection, or concern about C02 re-release to the atmosphere. The project team plans to process C02-laden flue gas from a Capital Aggregates, Ltd. cement manufacturing plant in San Antonio, Texas. (DOE Share: $25,000,000) Page 4 of6 Print Calera Corporation {Los Gatos, Calif.) - Calera Corporation is developing a process that directly mineralizes C02 in flue gas to carbonates that can be converted into useful construction materials. An existing C02 absorption facility for the project is operational at Moss Landing, Calif., for capture and mineralization. The project team will complete the detailed design, construction, and operation of a building material production system that at smaller scales has produced carbonate-containing aggregates suitable as construction fill or partial feedstock for use at cement production facilities. The building material production system will ultimately be integrated with the absorption facility to demonstrate viable process operation at a significant scale. (DOE Share: $19,895,553) DOE has selected an additional 22 projects that accelerate carbon capture and storage research and development for industrial sources. Funded with more than $575 million from the Recovery Act, these R&D projects complement the industrial demonstration projects already being funded through the Recovery Act. I've attached a table outlining these projects. The below table explains the DOE "clean coal" budget. As you can see, the Obama Administration slashed the DOE coal research budget for FY2014 by 25 percent, but nearly doubled investments in carbon capture. $112 million is budgeted to carbon capture and $61 million is going to carbon storage. His budget also includes a new $25 million prize for the first natural gas combined cycle power plant to integrate carbon capture and storage. Montana has been part of a pioneering effort in this country to experiment with carbon capture and sequestration (CCS), as well as carbon capture and utilization (CCU) technologies. In fact, of the seven regional carbon sequestration partnerships in the U.S., Montana plays a role in two of them-the Big Sky Carbon Sequestration Partnership and the Plains C02 Reduction Partnership, located in Toole County and Belle Creek, respectively. The Montana State University Energy Research Institute, which interacts with both partnerships, as well as ZERT (Zero Emissions Research and Technology), is housing publically and privately funded projects that are advancing the way we envision clean coal development in Montana and the country. This research includes producing biofilm, in which microbes make certain rocks less porous to escaping gases, and using microorganisms in the coal stream, which eat coal and instead excrete methane. It also involves investigating methods to capture and store carbon underground-both geologically and terrestrially. There are over 700 square miles in Toole County alone that can safely and permanently store and monitor up to 1 million tons of C02 emissions in the Kevin Dome. Unfortunately, that agreement is now limiting the payments to educators to fewer than 200 in total each year. I urge you to use the full $738,000 that was appropriated for loan repayment assistance to serve Montana K-12 educators rather than using only a portion for loan repayment and using the rest for other scholarship programs. The cabins are used by the outfitter during hunting season. A year ago DNRC gave the outfitter and the ranch one year to remove the new structures. This has not been done. Summary: Between 2000 and 2003, Montana State University conducted testing on glyphosate-resistant wheat, commonly referred to as Roundup Ready wheat or genetically engineered (GE) wheat, at the Southern · Agricultural Research Center, SARC, near Huntley, Montana. The research was being done on Monsanto-provided seed and under research compliance requirements set by the USDA. The research between 2000 and 2003 met all the compliance requirements set by the USDA. The research involved herbicide resistance and had no connection to MSU's wheat breeding program. The research was discontinued in 2003 and the research area has been monitored continuously since then. In July 2014, personnel at the SARC discovered volunteer wheat plants in two small areas that had survived repeated glyphosate applications, indicating the plants had Roundup Ready resistance. No previous problem with volunteer wheat had been observed. MSU and Monsanto promptly self-reported the existence of the plants to the USDA in keeping with the compliance requirements from the 2000-2003 research. MSU is cooperating fully with the USDA, which conducted extensive sampling of wheat on the SARC and confirmed the ex.istence of glyphosate-resistant wheat in two small areas. No other glyphosate-resistant wheat was discovered. No wheat harvested in SARC research plots in 2014 has left the facility in compliance with USDA controls to ensure that none of the SARC's wheat will enter the market. Monsanto has tested the source of the wheat planted at the SARC this Page 6 of6 Print year and a sample of the grain harvested from 2013 - no indication of GE wheat was detected in either. Additionally, wheat MSU is using in its breeding programs this year and from 2013 is devoid of any GE contamination. The USDA is treating this as a compliance matter associated with a regulated field trial that was closed. MSU believes this to be an isolated incident associated with this research from 2000 to 2003 and that the issue is contained within the SARC and that no GE wheat has left the facility. There is no connection between the discovery of the GE volunteer wheat plants on the SARC and the discovery of GE wheat in Oregon last year. There is no indication that Roundup Ready wheat has entered the marketplace as seed, feed, or food based on a huge volume of testing done of U.S. wheat. As USDA reported last summer, there is no evidence that GE wheat is in commerce or any of the states where field tests were conducted. Furthermore, ongoing testing of wheat leaving PNW ports that was initiated by major importers of U.S. wheat last July has found no GE wheat in commerce. Following the incident in Oregon in 2013 there has been a testing program in place for past year with no positives detected.
