STATEMENT OF BASIS AND PURPOSE OF PROPOSED RATEMAKING: NOTICE OF PROPOSED RATEMAKING Notice of Opportunity to Comment on Proposed Schedule of Charges for Fire Department Ambulance Service NOTICE IS HEREBY GIVEN PURSUANT TO THE AUTHORITY VESTED in the Fire Commissioner of the City of New York pursuant to Section 487(f) of the New York City Charter, the New York City Fire Department intends to increase its charges for Fire Department Emergency Medical Service (EMS) ambulance service. A public hearing will be held on Monday, February 6, 2012, at 10:30 A.M., in the Auditorium at Fire Department Headquarters at 9 MetroTech Center, Brooklyn, New York 11201-3857. Written comments regarding this ratemaking may be submitted to the Counsel to the Department, at Fire Department Headquarters, by the above date. FIRE I NOTICE The Fire Department is proposing to increase the amounts it charges patients and insurers for Emergency Medical Service (EMS) ambulance transport service provided through the New York City 911 System, to reflect increased costs and help defray the City's cost of providing these services. The charges for ambulance service were last increased in February 2009. The current rates do not allow the Fire Department to recoup the cost of providing these services. The proposed rate increases will contribute to recouping the cost of such services and reducing the portion of such cost that is currently borne by City taxpayers. The proposed schedule of charges represents a single rate for BLS service, and separate rates for ALS1 and ALS2 levels of service. The definition of BLS, ALS1 and ALS2 are determined by the Federal Department of Health and Human Services' Centers for Medicare and Medicaid Services. The current and proposed charges set forth above are the amounts that the Fire Department would bill for EMS ambulance treatment and transport service. The charges do not necessarily reflect the amounts accepted by the Fire Department as payment for such services from government and private health insurance plans. j5 Applicants who do not belong to a preference category/ priority group will secure a waiting list position after those who belong to a preference category/priority group. For each borough list, all applications will be randomly assigned a number on each waiting list. Preference category/ priority group applicants will be randomized separately and prioritized accordingly. If the applicant secures a waiting list position based upon a claim of being in one or more of the preference categories/priority groups mentioned above, the applicant will have to provide proof of such claim when the applicant is notified to apply for the Green Cart permit. If an applicant fails to do so, he or she will be disqualified from all Green Cart waiting lists.
