They had previously delivered no items to a hard hit area and were in route on their second run (undoubtedly word spread quickly that some type of resources were there and a mob was waiting). Our volunteers dumped their load in fear for their lives.   Similarly, the existing shelters are apparently being "canvassed" by those looking  for anything that might be "obtained." The presence of FEMA is merely adding to  the escalation of similar activity. It is my opinion that not having  a police officer  on site in shelters is not acceptable. This is especially true when it comes to  building that cannot be secured.    The couple staying at the Merigold Shelter do not want to stay without a police  officer. Apparently there is no way to lock down and secure the building, not to  mention that there are more and more individuals roaming about the area.    I believe we are at the point where we will see more and more of this mob  mentality as certain members of the community perceive that there are services  or items to be obtained. I have instructed DA, BD, and CC how to handle this. But  again, I do not want shelter workers in facilities that do not have a police  presence at this juncture. Please advise.  CONFIDENTIALITY NOTICE This e-mail and any files or attachments may contain confidential and privileged information.
