BACKGROUND 0N LEEA. LECH Lech meets all quali?cations for employment as a deputy sheriff for Clark County. Certi?ed and over 14 yea rs experience in law enforcement. Training is up to date and has several specialized skills and training which would be beneficial to the department, such as ordinance disposal training and previous drug investigative experience. Lech also has experience in community policing for the Oneida County Sheriff?s Of?ce. Background investigation showed no demerits or negative reviews in his service jacket and numerous positive letters of appreciation. Numerous awards for work done in the area of drug investigations and warrant service while working as a member of NORDEG. Well-versed in the use of e- time and New World computer systems. On October 28, 2014 I spoke with Chief Leonard Drewsen of the Woodruff police Department regarding Lech. Lech had worked out of the Oneida County Sheriff? 5 Northwest Office located in the Woodruff Police building for several yea rs. Drewsen had all positive things to say and highly recommended Lech for employment, rating him excellent in areas of dependability, honesty, judgment, social stability and assertiveness. in addition Drewsen stated that Lech was a great drug investigator, involved in criminal patrol, and was very good regarding foilow?thru and consistency in his work. Highly recommended. On October 28, 2014 1 spoke with Detective William Nichols of the Woodruff Police Department regarding tech. Nichols stated he has known tech for about 6 or 7 years from working out of the Northwest office. Stated he was very dependable, honest, and had very sound judgment. Stated that Lech has very good people skills and is assertive in the performance of his duties. Thinks that Lech follows directions well, practices positive confidentiality has a good reputation in the community. Nichols stated that he was very comfortable being used as a reference. On October 29, 2014 I spoke with Agent Jack Lemke who is employed by Department of Homeland Security as an explosive specialist. Lemke stated he has known Lech for over 13 years and has worked well with him in the past in NORDEG and also as a deputy sheriff. Lemke had the highest praise for Lech rating him very high in dependability, honesty, judgment, and assertiveness. Lemke stated that Lech always displayed sound judgment and always thought before he acted. Also stated Lech was a positive influence in the community and was a dedicated law enforcement of?cial. Lemke stated he thought Lech was a great LEO and would be a positive addition to any agency that hired him. On October 30, 2014 1 spoke with Patrick Kumbier, owner of Kumbier Towing in Minocqua, Wi. Kumbier stated he has known Lech for over 15 years and described him as a hard worker. Kumbier thought Lech had good personal habits and was a good ?people person?. Kumbier gave an overall positive reference for Lech stating that he would be good for whatever department hired him. Also stated that he thought Lech was very well rounded in law enforcement and would go out of his way to help others. On October 30, 2014 i briefly spoke with Timothy Carlson who is also employed by Kumbier Towing and is Lech?s neighbor. Carlson stated he had no complaints about Lech as a neighbor or as a person. Stated Lech was a good neighbor and never had any trouble with him. On October 30, 2014 i met with Sheriff Grady Hartmann and Chief Deputy Dan Hess of the Oneida County Sheriff?s Office in Rhinelander, WI. Meeting was conducted in sheriff Hartmann?s office. I was abie to look through Lech?s personnel file after giving release authorization to Hess. No negative entries were found in Lech?s ?le. Numerous positive citations and letters of accommodation were found within. Lech was employed by Oneida for approximately 8.5 years and did extensive work in the drug unit and also served on the bomb squad after receiving specialized training. Lech was at one time the community policing officer assigned to work out of the Northwest office in Wood ruff. Lech recently received forensic training in electronics and data retrieval. Lech was last involved in a promotion cycle for Sergeant before resigning. This report is prepared for the hiring process of Reserve Deputy Sheriff for Clark County.
