In

strongly
committed
and
actively
involved
Governments;

we

work

a

of
strategic
partners
to
realize
the
Plan:

CGI.
This
is

Brookings

will

‘donor

they
are
called.
These
networks
consist
of
both

 companies,

 well
 as
 bilateral
 and
 multilateral

and
the
first

have
been
held
with
concrete

for

 Our
goal
is
over
the
next
10
years
to
raise
the
funds
to
establish
20+
DNS
 colleges
and
associated
operational
costs.
To
raise
the
money
for
our
DNS
Congo
 Plan,
we
are
working
closely
with
the
Prime
Minister’s
Chief
Advisor
for
 International
Cooperation
and
the
Minister
of
Education
of
Congo.

have

main
tasks
in
realizing
the
DNS
Plan.
 
 1)
Establishment
of
the
DNS
Colleges

 
 Our
target
is
to
get
a
number
of
agencies,
companies
and
wealthy
individuals
in
 Canada
to
pay
for
the
DNS
Plan.

To
make
this
happen,
Buchan
Family
 Foundation
is
our
strategic
ally
and
with
them,
an
organization
called
Canada
 Gives.
We
have
come
far
and
they
are
in
the
process
to
committing
themselves
to
 this
MasterPlan.
 
 The
idea
is
to
get
the
Canadians
as
such
to
‘buy’
the
DNS
Congo
plan
in
its
 totality,
but
broken
into
smaller
pieces.
 
 In
short,
this
is
the
idea:
  Buchan
will
provide
funds
to
start
up
the
first
Utzon
DNS
Model
in
Congo.
  We
have
broken
the
DNS
plan
into
‘marketable
pieces’
  Together
with
the
Head
of
Buchan
Foundation
(who
is
herself
a
 Billionaire)
–
we
are
starting
to
mobilize
her
wealthy
friends,
Canadian
 mining
companies
and
other
foundations
to
scale
up
the
DNS
plan.
 
 As
part
of
the
Buchan
strategy,
we
have
involved
‘Canada
Gives’,
a
Canadian
 charity
founded
to
assist
private
foundations,
corporations
and
individuals
to
 manage
their
funds
for
charitable
purposes.

 The
idea
is
for
Canada
Gives
to
work
with
Buchan
Family
Foundation
and
M3
to
 mobilize
funds
over
time
to
complete
our
DNS
Plan
with
54
colleges
and
486
 primary
schools
around
DNS.
Canada
Gives
is
currently
managing
funds
on
 behalf
of
36
Canadian
Private
Foundations,
so
they
have
good

the
Government

WB
contributing
to
the
DNS

Prime
Minister’s
Chief
of
Cabinet
has
discussed
the
overall

2012
to
conclude.

target
is
for
World

for
the
full
establishment

colleges.

regards

finalizing
negotiations
with

Government
of
Congo
to
 sign
an
amendment
to
the
existing
DNS
Congo
MOU.
Apart
from
the
Prime
 Minister’s
Office
and
the
Ministry
of
Education,
other
involved
Ministries
include
 the
Ministry
of
Budget,
Finance,
Agriculture
and
Land
Affairs.

point
of
departure
is
that
the
Government
of
Congo
shall
pay
70%
of
the
 operational
costs
of
DNS.
It
will
be
a
financial
commitment
over

years,

our
DNS
Congo
scale

Humana
People

Government

secure
the
funds

construction

for

Part
of
the
amendment
is
also

transfer

Title
Deed

100‐300
hectares
of
arable
land
for
 agriculture
production.
This
is
a
way
to
secure
food
for
the
colleges
and
to
 complement
operational
costs
of
DNS
over
time.

negotiations
are
taking
place
together
with
the
Prime
 Minister’s
Chief
Advisor
and
the
Chief
of
Cabinet
of
the
Ministry
of
Education.

30%
operational
costs
of
the
DNS
Plan

come

combination
of

government
partners.

them
USAID
and

 USAID
has
an

budget
of
around

9
million
per

for

are
obligated
to

 Introduction
 With
12
DNS
colleges
established
and
a
fantastic

year
DNS
program,
the
DNS
 Movement
in
Mozambique
is
well
placed.
However,
we
need
to
secure
that
the
 funds
are
mobilized
sufficiently
to
be
sure
we
do
not
compromise
our
DNS
 standards.
 M3’s
task
towards
Mozambique
is
to
bring
in
2
million
US$
in
core
for
DNS
in
 each
of
the
years
2013,
2014
and
2015.
From
2016
the
amount
goes
down
to
1
 million
US$
per
year.
By
that
time,
the
Partnership
Team
in
Mozambique
have
 permanent
partners
to
almost
fully
cover
DNS.
 
 Background
 USDA’s
Food
for
Education
Agreement
has
been
signed.
 This
agreement
provides
around
1.6
million
US$
in
average
per
year
for
DNS

 core
costs
from
2013‐2015.
We
will
work
towards
getting
an
extension
from
 USDA
and
thereby
securing
an
additional
1
million
US$
per
year
from
2016‐ 2018.
We
have
a
good
chance
of
getting
that.
However,
we
will
only
know
if
we
 can
continue
USDA

January

the
initiative
is

for

and
better
teachers
are
needed
to
 teach
marginalized
children.
This
includes
the
rural
areas.

many

to
investment
in

operational
costs
over

know
the
answer

If
approved,
this
agreement
