Dear Ms. Bose,

We, the undersigned residents of Quintana, would like to have the above mentioned
request to modify the permits for the ?Freeport LNG Development, L. plant located
in Quintana, Texas be DENIED. We do not want the plant to be expanded up to our city
limits creating noise above the 55 db limit outside the plant, danger to our residences
from ?re and explosion of the heavier than air chilling medium, or to have our beach
community View devastated by having to look at more plant than beach.

The following are some of the reasons why this modi?cation should be DENIED.

1 Air Quality and Noise issues caused by the prOposed ?aring of LNG close to
the Town streets and residences.

2 Creating a hazardous environment for our wetlands, vegetation and wildlife,
and to our locally protected threatened and endangered species.

3  of an unnecessary public safety hazard due to the use of extremely

explosive materials within high radiation ?re hazard distance of our
residences.

?4 FLNG speci?cally signed a contract with us stating that they would keep any
plant expansions within the existing industrial district boundaries on the North
end of the island.

5 FLNG has already bought out the residents, including our mayor at the time,
located on Cortez Street and has torn down three of the six houses purchased.
The mayor moved out of town. On February 6, 2013, in a ?ling with FERC,
this was claimed to have been done because the noise levels formerly
permitted could not be attained outside the proposed new plant boundaries.
These residences go all the way to the beach.

6 The only means of making an expansion thiaclose to many of our residences
safe would be to raise the existing berm that now encloses the dredge spoil
area to a height of 40 feet or mere above sea level, keeping the site, sound,
and blast potential away from our residences. FLNG has no plans to do even
this simple thing for our protection.
