(OIS) (FBI) Sent: Friday, February20, 2015 6:50 AM To: oded.qalili@state.mn.us Subject: FBI Interstate PhotoSystem Point of ContactIntroduction The FBI Criminal Justice· Information Services (CilS) Division continues to move forward with full implementation of the Interstate Photo System (IPS), an initiative of the Next Generation Identification (NGI) system. The IPS will provide enhanced photo enrollment, retrieval, search, and maintenance capabilities. The IPS will provide several benefits to the law enforcement community. Connected law enforcement agencies will be able to submit investigative face photos for an automated (no human intervention) Face Recognition Search (FRS) of the FBI's national photo repository. Law enforcement agencies will receive a ranked candidate list as an investigative lead. Face photos returned in the investigative candidate list (not to be considered positive identification) will include the associated FBI number for further investigation by the agency. While we are in this IPS pre-operational environment, we are reaching out to each state CJIS Systems Officer (CSO) and providing the introductory information below: 2 My name is Janet L. The decision to connect to the IPS will be made at the state CSO level. Therefore, state and local law enforcement interested in connecting to the IPS should contact their state CSO. • A States with an existing Face Recognition system may work with their current service provider to program their systems to handle the new Types of Transactions as specified in the Electronic Biometric Transmission Specifications 10.0 version (www.fbibiospecs.org). States without an existing Face Recognition system will need_to use the Universal Face Workstation (UFW) client/server package. A middle software - the Biometric Image Platform (BIP) is installed at the state server and the UFW software is disseminated to the local agencies (state's choice). The UFW and BIP software will be provided, at no cost, to authorized law enforcement agencies (law enforcement_ Originating Agency Identifier). There are restrictions to the UFW software. It cannot be accessed through Law Enforcement Online; it cannot be installed on mobile devices; and it will not search a state's photo repository. As the FBI moves forward with this initiative, we plan to liaise with state CSOs to gauge interest, communicate user requirements for IPS connectivity and provide customer support pre/post connectivity. If there is a technical POC we should work with at the state level, please provide that information so we can coordinate our efforts. We also want to advise that the IPS will offer a new functionality whereby photos maintained in local, state, tribal and federal databases may be submitted in bulk.
