As a follow up to our meeting, we are providing the following schedule information that was requestedz Schedule Acceleration of 1C North compared to previous sections; 1. Asbestos Issues At the start ofthe project once asbestos was discovered the crews stopped until the material was tested. If it did contain asbestos we had to schedule an approved asbestos handling company to remove the materials. This stopped production operations within the area from continuing. Now with the help of the Met. Council a dedicated crew is out in front of the pipe crews to remove any asbestos materials before the pipe crews arrive in the area to start work. This process saves the schedule anywhere from 3-10 days per incident. 2. Additional crews - We have added 3 additional pipe crews since August 9, 2011. The additional crews and equipment have enabled us to install on average an additional 2200' of pipe per week and to have a dedicated crew to perform water service installs. This saves us 1-3 days per service. 3. Installation of temporary water pipe - ln the beginning we installed the pipe once the temporary fence was installed and the pavement was removed. Now we get the pipe crew in before the fence and pavement is removed so once the pavement is removed we can proceed with the temp services much sooner. This changed operation saves 7-10 days on the schedule within the block we are working. 4. Added a dedicated utility coordinator - Facilitates the communication between all crews and expedites any issues as they arise. 5. Survey - Walsh has taken over the survey on the project from our subcontractor who was severely understaffed. We are no longer waiting for layout and we have eliminated the quality issues that were causing delays. 6. Subgrade Preparation - We have started to rock the grade before all the services are complete, this keeps the rock moving forward and saves 5-7 days within each block. 7. Enhanced Production -The crews are getting faster and more production with repetition and additional experience on this project. We have increased the hours worked per day from 8-10 to 10-12 hours per day in order to save days to the schedule. 8. Metropolitan Council- added two additional engineers dedicated to field issues. This allowed us to get design issues resolved in the day and most of the time we were able to get the answer on the spot. Communication - communication with St. Paul Water, Metropolitan Council and the Walsh staff. There are 3 meetings a week with all of us to review and schedule the water services to minimize impacts to their customers. At this meeting we also review which intersections can be shut down or not and this helps with our scheduling of crews. 10. Metropolitan Council and the City of St. Paul- have helped with the schedule in allowing the closure of intersections completely. This allows us to construct the intersection in whole instead of in quarters. This process saves a minimum of 7-10 days in an intersection. We began Segment 1C North on September 22" and have approximately 10 weeks before the November 30" deadline. ln order to track and better determine if the schedule was being met to meet the November 30" date the l\/let Council has set up a weekly meeting to review progress and any issues that may need resolution to keep the job moving forward. Walsh is working with the Council to track our progress and will continue to be in close communication with them and take direction on how to continue if we fall behind on the schedule. This schedule is also being updated daily by Walsh to see where any additional resources may be needed. Walsh continues to monitor the weather forecasts to determine if and when it may be necessary to install any temp asphalt for the winter. li for some reason we don't finish and the weather is turning bad the grade will be rocked and the asphalt will be placed. The temp fence will be removed and if any additional temp sidewalk is needed, asphalt will be placed in those areas. All required lighting will be instalied and working forthe remainder ofthe season. This recovery plan will be implemented based on Walsh either ialiing behind on the schedule as determined bythe l\/let Council or the mid to long term weather forecast showing weather detrimental to construction.
