Navigation Center Contract
Our community rules are reflective of our principles of dignity and respect for everyone
who passes through our doors. These rules are designed to make the Navigation Center
safe, supportive and a welcoming place for out community. We support and encourage
all efforts to make the Center an open and safe community space and commit to the
following values:






Commitment to treat each other with dignity and respect.
Safety for everyone with the Center and in the neighborhood.
Care and cleanliness at the Center and within the neighborhood.
Services that are integrated, participant-centered, follow a harm reduction
approach and are culturally-competent.
Promotion of community building.

The following behavior is not allowed at the Center and specific sanctions will occur:
1. Violence or threats of violence (sanction: up to 6 months out of the center).
2. Theft from guests, staff or volunteers (sanction: 3 – 6 months out of the center).
3. Destruction of property (sanction: 3 – 6 months out of the center).
4. Possession or display of weapons. All weapons must be signed in with Center
staff on day #1 of your stay at the Center and they will be given back to you at the
end of your stay (sanction: up to 6 months out of the center)
5. Using or selling alcohol and/or illicit drugs on-site (sanction: 24 hours; repeated
violations could result in 3 – 6 months out of the center).
6. Verbal harassment, intimidation or bullying of other guests, staff or volunteers
(sanction: 3 – 6 months out of the center) .
7. Discrimination or mistreatment based on race, ethnicity, language, sexual
orientation, gender identity, sex, health, mental health status, HIV/AIDS status,
disability, history of drug use, age, occupation, immigration or economic status
(sanction: 3 – 6 months out of the center).
8. Camping, hanging out or using drugs and/or alcohol in front of or in the vicinity
of the Center (sanction: 24 hours; repeated violations could results in 3 – 6
months out of the center).
9. Other inappropriate behavior (sanction: to be determined based on severity of
behavior).

 Consequences & sanctions could include: verbal and written warnings, time out of the
Center and/or emergency intervention of the SFPD.
