FLEEING DRIVER CIRCUMSTANCES Pursued drivers who voluntarily stopped in 2015 accounted for 17.4% of all pursuits. This compares to 4.0% of the pursuits that occurred during 2014, 4.2% of the pursuits occurring in in 2012, and 3.0% of ail incidents reported in 2011. Motorist Crashes J12: I . 1% 0% 2011 2012 No non-involved motorists were killed and two sustained either evident or disabling injuries during 2015 pursuits. No fleeing drivers were killed during 2015-vehicular pursuits and three fleeing drivers received disabling injuries. Twenty?eight pursued drivers' sustained evident/probable injuries during pursuits in 2015. No passengers were killed in a pursued vehicle during 2015 and two passengers received disabling injuries during pursuits. Seven additional passengers received evident or probable injuries within pursued vehicles during the year. There were no deaths or disabling'injuries to members or officers from other agencies during vehicular pursuits in 2015. Some of the injuries may have been received by occupants of the same vehicle. Twenty-one Patroi vehicles were damaged during 2015 pursuit incidents, which is the largest number of vehicles damaged over the past five years. During 2014, 17 Patrol vehicles were damaged, while 15 vehicles were damaged in 2013, 20 vehicles in 2012, and 10 vehicles in 2011. When examined as a percentage of total pursuit involvement, Patrol vehicle damage occurred in 4.9% of all pursuits in 2015, compared to 5.2% in 2014, 4.4% ofall pursuits in 2013, 5.2% in 2012, and 3.3% in 2011. Number of Patrol Vehicles Damaged 2015 Seven vehicles driven by officers from other agencies were damaged during Patrol pursuits in 2015, as compared to five in 2014, eight during 2013, ten in 2012, and six vehicles from other agencies in 2011. During 2015, ninety-three vehicles driven by pursued drivers were damaged during pursuits. This number compares to 107 pursued vehicles damaged during 2014, 79 vehicles in 2013, 100 vehicles in 2012 and 64 pursued vehicies damaged in 2011. Pursued vehicles were damaged 21.9% of the time during 2015, which compares to 33.0% in 2014, 23.4% in 2013, 26.0% in 2012 and 21.1% of all pursued vehicles damaged during 2011. Pursued Vehicles Damaged 120 100 80 60 40 m-n?w 20 APPREHENSION CONSIDERA TIONS Following a pursuit, immediate apprehension of the violator occurred in 38.6% of all I reported incidents occurring in 2015. This compares to 40.1% in 2014, 48.8% in 2013, 45.0% in 2012, and 48.5% in 2011. Violators apprehended later occurred in 19.3% of all pursuits reported during 2015, while 41.9% of violators pursued were not apprehended and/or still sought. The table below illustrates apprehension success rates following pursuits reported during the past five years. Combined apprehension rates for 2015 were 57.9%, compared to 60.5% in 2014, 68.6% in 2013, 63.5% in 2012, and 65.5% in 2011. Over the past five years, officers successfully apprehended fleeing suspects (either immediately or later) 63.6% of the time. Apprehension Success Rates Following Pursuit 50immediate Apprehension Apprehended Later Not Apprehended OTHER FACTORS TYPES OF VEHICLES PURSUED Passenger vehicles were most frequently used by fleeing motorists during the past five years, followed by pickup trucks, and During'2015, passenger vehicles accounted for 68.9% of all vehicular pursuits, while pickup trucks accounted for 16.5% and for 12.5%. The percentage of passenger vehicles used increased, while the percentage of and pickup trucks each decreased compared to 2014. The chart on the next page represents percentages of vehicle types by category for the period 2011~2015. PURSUIT TERMINATION CONSIDERATIONS Members voluntarily terminated 16.5% of all 2015 pursuits due to excessive risk factors, which remains steady when compared to self-terminated pursuits from 2014. During 2014 members voluntarily terminated pursuits in 15.7% of all'cases. That figure contrasts with 28.7% of pursuits terminated in 2013, 23.9% terminated in 2012, and 27.4% terminated in 2011. During 2015, supervisor/command terminations of pursuits occurred in 13.6% of all pursuits; re?ecting a slight decrease from 15.4% in 2014. During 2013, 13.3% of pursuits were terminated by supervisors/commanders, while 12.2% Were terminated in 2012 and 8.3% in 2011. There were 128 combined terminations by participating members and supervisors, representing a 28.3% decline in terminated pursuits between 2013 and 2015.
