On December 12, 2008, I was asked to assist with the investigation of an explosion at the West Coast Bank in Woodburn that killed two police officers and seriously injured another. I attended several briefings on the investigation, and learned the following facts: On December 12, 200 an employee with Wells Fargo Bank (2600 Newberg Hwy, Woodburn, Marion County, Oregon) called 911 and reported a threatening phone call. _reported that a phone threat came into the Wells Fargo Bank at 1019 hours, advising them that if "they" didn't leave the building, all of them would die. The male caller further advised that a cell phone would be found next to the garbage can. _stated in a later interview that the caller told ithey needed to leave the bank or die, and that he would givenfurther instructions on the cell phone. The caller further stated that he would also be calling the West Coast Bank Woodburn Police Officer John Mikkola and Sergeant Jason Alexander responded to investigate the complaint, and Oliicer Mikkola looked inside a dumpster located at the Wells Fargo Bank and observed a cell phone on top of what appeared to be a package. They then requested that bomb technicians assist with the package. Oregon State Police Bomb Squad Technician William (Bill) Hakim and FBI Bomb Technician John Hallock responded to the scene and examined the package and cell phone. The Bomb Technicians detennined the package was a hoax explosive device consisting ofa cellular phone and several black bags. FBI Special Agent Mike Holman, who also responded to the scene to assist, examined the cellular phone found inside the Wells Fargo Bank's dumpster and determined it was a "Tracfone," with a phone ntunber of (503) 383-2352 and a serial number of 0l6l6002518827. The contact list on the Tracfone was empty. The Tracfone had approximately one-hundred forty available pre- paid minutes and there was .no history of outgoing calls. SA Holman identified one incoming call to the Tracfone from phone number (503) 383-4717 on December 12, 2008, at 10:24 a.m. The areas around Wells Fargo Bank and West Coast Bank (2540 Newberg Hwy, Woodbum, Marion County, Oregon) were searched by Woodburn Police for other devices, and a green metal box was located by Officer Rick Puente next to the West Coast Bank building. Oliicer Mikkola stated it was unclear if the box belonged at the location as it resembled a utility box. West Coast Bank Manager erren Taylor, DOB: contacted the landscaping company and leamed the box was not there on the prior Sunday when the bushes were trimmed at that location. Taylor inspected the green box and found it contained a battery, wires, and a toggle switch. Oregon State Police Bomb Technician Bill Hakim was called 1 it /3 3 back to the scene to examine the device. Woodburn Police Captain Thomas Tennant and Chief of Police Scott Russell responded to the scene as well. After Bomb Technician Bill Hakim inspected and X-rayed the green box device, he stated he was confident that it was a hoax device and that it could be taken apart to be placed into evidence. Bomb Technician Hakim brought the device inside the West Coast Bank Building to work on the device, with the assistance of Captain Tennant and Chief Russell. The device then detonated, dismembering and killing Bomb Tech Hakim and Captain Tennant. Chief Russell sustained serious injuries from the explosion, including the loss of his right leg (from just above the knee down), the mutilation of his left leg, a shattered jaw and other injuries. He remains hospitalized at OHSU in critical condition and is undergoing a series of surgeries. is the Customer Service Manager for West Coast Bank and was present at the time of the explosion. *stated that at approximately 5:20 p.m..was leaving the bank. As iwas doing soQsaw an OSP Trooper trying to open the aforementioned green metal box while a Woodbum police officer was holding onto it- Stated that.was approximately fifteen (15) feet from the front door when -heard a loud explosion. i stated did not look back into the building after the explosion, 1 just walked out. *then discovered* had a laceration toinght leg. was transported to Salem Hospital via ambulance, where .was found to have shrapnel impeded to the bone of 'right leg below the knee. The following contains information obtained from Traefone pursuant to the request, as well as information leamed from the Wal-Mart purchase records: The two handsets with telephone number (503) 383-4717 and (503) 383- 2352 were activated via the Internet on December 12, 2008 at 4:22 a.m. and 4:30 a.m. The internet activation on Tracfone's website was initiated from IP address, 7l.59.l29.l28. At the time of activation, telephone numbers (503) 383-4717 and (503) 383-2352 were charged with two Traefone airtime cards that were purchased at the Wal- Mart located at 3025 Lancaster Dr. NE, Salem, Marion County, Oregon on December 1 1, 2008 at 12:1 1 p.m. on register 53. The telephone handsets activated with telephone number (503) 383-4717 and (503) 383-2352 were purchased at Wal-Mat located at 20120 Pinebrook Blvd, Bend, Deschutes County, Oregon on November 26, 2008 at 5:25 p.m. on register 13. Surveillance video was obtained from the corresponding Wal-Mart stores for both transactions. Purchase records indicate that a can of green spray paint, UPC code 78, was purchased along with the two Tracfones. I have reviewed surveillance photos derived from the surveillance video of both of the aforementioned transactions, and believe that the person who made both purchases is one and the same. Furthermore, I observed the surveillance video from the Salem Wal-Mart (Lancaster Store) and saw that the subject who bought the Traefone airtime cards walked out to a blue colored early 1980's Chevrolet pickup, apparently a Luv model. Although the license plate was not clear, it appeared to start with a and end with the numbers "84" On 12-14-2008 I ran a Coplink scan on blue colored Chevrolet pickups with license plates beginning with and ending in 84. From the list of results returned, I saw that one is listed as having Oregon license QVH084. It was a 1982 model registered to Bruce A. Tmnidge, Although Mr. Bruce Ttunidge appears to be too old to be the male who purchased tl1e Tracfones, I noticed that _he is associated with a subject by the name of Joshua A. Tumidge, When I reviewed Mr. Joshua TLu'nidge's DMV photograph, I recognized him as the subject I had seen in the surveillance video Hom the Salem Wal-Mart. I later drove past -Nolan Lane Northeast in Salem, with Oregon State Police Lt. Steve Duvall, where we observed the blue pickup that Mr. Joshua Tumidge is associated with, inthe driveway. Upon seeing the vehicle in person, it appears to match the vehicle I had seen in the surveillance video from the Salem Wal-Man. Det. Steve Duvall and I contacted Mr. Turnidge at this residence, and once observing him in person, I believed him to be the person shown on video purchasing the Tracfone airtime cards that were purchased in Salem at the Wal-Mart (Lancaster) the day before the incident. (These are the phones used in the incident.) Mr. Joshua Tru-nidge was advised of his rights per Miranda, alter which he said that only he and his father (Mr. Bruce Turnidge) operate the blue Chevrolet pickup. Mr. Joshua Tumidge went on to say things that his tianc?e, Jaimee Lewis, would contradict when later interviewed (having no knowledge of what Mr. Joshua Turnidge had previously told us.) Mr. Joshua Tumidge said he was gone on the date of the incident, from around 0130 hours until 1400 or 1430 hours or so. He said he went to Bend because he got a call from a customer who had reported a stolen oil barrel, and that he went there because of that. He said he continued on to Medford, also on business for the oil company. Mr. Joshua Tumidge said he didn't drive the blue t1'uck that day, but instead drove the Dodge. (Ms. Lewis later told us that Mr. Joshua Turnidge had operated both the blue truck and another vehicle, and that he retumed at around 1700 hours on that date. Furthermore, Mr. Patrick Tumidge the uncle and boss/business partner of Mr. Joshua Tumidge, was interviewed by Oregon State Police Detective Greg Withers. Mr. Pat Tumidge contradicted Mr. Joshua Tumidge's statement as to his whereabouts on Friday, 121208, the date of the incident. According to Mr. Pat Turnidge, their company, BD Oil, only had oil pickups in Marion County, and none in Bend.) Mr. Joshua Turnidge told us that he no longer has a laptop computer because his was stolen a few weeks ago, but he never bothered to report the theft. (Ms. Lewis told us that Mr. Joshua Turnidge does have a laptop computer, and she knew nothing of any theft of the computer.. She further stated that they do not have intemet access.) Mr. Joshua Tumidge also told us that he has no logs or records of his trip to Bend or his various business trips. (Ms. Lewis told us that Mr. Joshua Turnidge does keep logs of his business trips, because he keeps track of his business activities in the laptop.) Mr. Joshua Tumidge gave signed consent for us to look at the blue pickup truck in his possession and control, and in doing so, I observed several features that I believe identify it as the vehicle in the Salem Wal-Mart video. Mr. Joshua Tumidge also said that he has welding equipment in the'shop where he works, and that his business manufactures new lids for barrels, which they spray paint a "light green" color. He said that his business partner for BD Oil is Mr. Bnrce Tumidge, his father. Based upon the aforementioned information, I believe that Mr. Joshua Turnidge is the person who purchased the Tracfones and airtime cards used in connection with the explosive device, as well as the green spray paint used to paint the explosive device. I further believe he was involved in the manufacturing, spray painting, and placement of the device, which ultimately exploded and killed Capt. Thomas Tennant and Bomb Technician William Hakim, and injured Chief Scott Russell and Ps' QF `7 .17 lv/ On 121408, just after Joshua Tm-nidge's arrest, I overheard Ms. Jaime Lewis speaking with Bruce Turnidge on the telephone and she told him the police had asked about welding equipment, the barrels they manufacture, and the laptop (computer.) A short time later, officers arrived at Bruce Turr1idge's residence at ;Potts Road South in Jefferson. Mr. Bruce Turnidge was not present at the house, and his wife, Mrs. Janet Turnidge, said he had gone for a walk. It was very cold, dark, and snowy. Mr. Turnidge returned to the residence several hours later, offering no explanation for his sudden disappearance. Photos were taken of the green box outside the West Coast Bank before it detonated. Detective Bamford told me he saw the photos of the green box and what it was fabricated out oi ATF agents also believed some type of black or smokeless powder was used in the fabrication. On 121608, a search warrant was executed at Bruce Tumidge's residence in Jefferson, Oregon. During the execution of the search warrant, several items that matched the green box that exploded on 121208 were located. The items located included: angle iron, sheet metal, wiring, plywood with green spray paint matching tl1e color of the green box, a badly burned laptop computer, metal grating, and bolts. All of these items were located either in Bruce Tumidge's residence or shop, or in or near a river adjacent to the property Tumidge's house is located on. Fresh tire and shoe tracks consistent with a vehicle being driven to the river were also observed. Officers observed a wood fireplace in Turr1idge's house. Officers found two tubes of Tovex, an explosive slurry, and a blasting cap. Ofiicers located a welder in the shop. Detective Greg Withers advised me that during his interview with Patrick Ttunidge, he told him that on 121208 he called Bruce Turnidge at about 12:00 p.m. and Bruce Turnidge told him he was with Joshua Turnidge. Det. Withers further told me he spoke to Mr. Bruce McRoberts Q, the nephew of Mr. Bruce Turnidge. Bruce McRoberts said he talked to Bruce Turnidge at about 2030 on 121208 and during the conversation Bruce Ttunidge told him he was tired" due to having gotten up early that day for a trip to Bend. Bruce McRoberts also said at 1128 on 121 108 he talked to Joshua Turnidge who told him that he was going to Bend on Friday (121208) to pick up oil. Bruce McRoberts said Joshua Turnidge did not mention anything about any oil barrels having been stolen. FBI Special Agent James Bents told me that when he interviewed Janet Ttunidge on 121408, she told him that on Thursday night, 121108, Bruce Turnidge told her that he was going to Bend and Eugene the next day and would be leaving early. Janet Turnidge 1, of (qw. 7 told SA Bents that Bruce Turnidge was gone when she woke up at 0600 and Bruce and Joshua Turnidge returned some time between 1200 and 1540 hours.
