Summary of How the Death Occurred:

On Monday, September 21, 2015, at approximately 7:30 pm, Trooper Tim Keele saw
a white male, later identi?ed as Garrett Steven McKinney DOB 12-09-1993, sitting on
the concrete barrier in the center of US. 82, near the Paris Regional Medical Center
(800 Deshong Drive, Paris, Texas). Trooper Keele approached the individual near the
hospital parking lot to check on his welfare.

McKinney became belligerent and an altercation ensued. Trooper Keele used his Taser,
which had no effect on McKinney. Trooper Keele was injured during the confrontation
to the point that he feared for his life and discharged his ?rearm. McKinney died at the
scene.

Trooper Keele was taken to the Paris Regional Medical Center where he was treated
for a dislocated shoulder.
