Dispatch informed responding officers that the suspect was a male white and that he entered a Silver Chevy Equinox (Illinois Registration -) and turned onto NB LaGrange Rd. Dispatch informed responding officers that the vehicle was registered to "Robert Stegmiller." I arrived on scene and spoke to Loss Prevention Agent Jonathan Melchers. Jonathan informed me that he was watching his surveillance cameras in the store and noticed that the male selected several household and baby items, including diapers, baby wipes, baby formula and seasonal decorations, then wheeled his shopping cart past the registers and into the parking lot without paying. Jonathan stated that after the male placed the items into his vehicle, he came back into the store and started an additional cart. Jonathan said that he and the security guard, Sterling Fobbs, walked onto the floor and monitored what the male was doing then took out his cell phone to call police. He added that the male pushed the second cart around the store and stopped near the jewelry counter. The male then walked into the bathroom then came out and moved his cart in front of the jewelry counter. He stated that he believed the male noticed Sterling near the bathroom at that time. The male then abandoned the cart and walked to the Starbucks. Jonathan advised that the male did not place an order but instead waited momentarily in line before leaving the store with three people following. Jonathan observed the male enter the Chevy Equniox and drive away. Jonathan showed me the video surveillance and confirmed his account of events. It displayed the male placing items into his cart and walking it out the front doors without paying. The video showed the male placing the items into a silver SUV and returning back inside the store. Once in the store he selected more merchandise and put it in a new cart then met briefly with three other subjects in the store who placed DVDs into his cart. The video shows the second cart later abandoned near jewelry once Sterling is in sight. Ofc Svetkovich #759, who was listening to the dispatched vehicle registration information, was familiar with "Robert Stegmiller" and knew him to be a Chicago police officer. Ofc Svetkovich contacted Robert and at approximately 1600 hours Robert arrived at Target to meet with Loss Prevention and me. Rossi #113 and Retail Specialist Ofc Kovac #790 arrived on scene at Target. Robert, who matched the subject on video surveillance in both clothing and appearance, had a cart full of merchandise with him as he stood next to Sterling and waited to talk to officers. He told Jonathan that he got a phone call from an officer to return back to the store and so he did. Jonathan asked him if he would have returned without the phone call and Robert informed him that he would have come back regardless. Robert informed Jonathan that he received a call from a relative that his father was ill and it caused him to leave in a hurry. Jonathan tallied the items in the cart and learned they numbered nineteen (19) in total and were priced at $303.69 (see property section for further). Jonathan then told Rossi and I that he would like to sign a complaint. Robert was placed into custody at that time. Robert was carrying a concealed firearm and he was relieved of that firearm prior to transport. Ofc Kovac took custody of the firearm and transported it to OPPD. transported Robert to OPPD Lockup. Jonathan soon arrived at the PD and provided me a copy of the training receipt with the 19 items, two photographs showing a still-shot of Robert pushing a cart out of the store and the license plate of his vehicle, and a DVD copy of the surveillance footage. He then signed a misdemeanor complaint for Retail Theft. I gave him a copy and informed him of the court date. Jonathan also provided me a training receipt for the items in the second cart. Robert then explained that he was in the shopping plaza with the Marshalls (Orland Park Place Mall) when he got a call from Ofc Svetkovich and not at home with his father. Robert stated that he was just up the street and would come back. He said that it was not until he got back into his car that he looked and saw a package of paper towels and realized he had not actually purchased the merchandise from Target. I asked Robert to clarify if he originally brought the merchandise out of the store before getting a phone call from his son-in-Iaw. Robert told me that he pushed the merchandise out of Target to his car then came back in the store and got the phone call from his son-in-Iaw. Robert told me again that it was an oversight on his part and that he made a dumb mistake. He said that he had $400 on him and could have paid for the items. I ended the interview at that time. I turned Robert over to the Detention Aide to be processed on one count of Retail Theft - 720 ILCS I gave him a copy of his complaint and informed him his court date was set for December 15, 2015 at 0900 hours in Room 102 of the 5th District Circuit Court of Cook County. Robert was later processed and bonded and his firearm was later turned over to O'Connor of the Chicago Police Department in accordance with OPPD policy. Orland 632362 ?3201 5_001 56 3o 5 CASE REPORT Pending Final Report Review Approval NARRATNE CONTINUATION Jonathan spoke to the male, then identified as Robert Stegmiller, who related that he wheeled the merchandise to his car without paying for it but stated it was an oversight. He told Jonathan that he got a phone call from an officer to return back to the store and so he did. Jonathan asked him if he would have returned without the phone call and Robert informed him that he would have come back regardless. Robert informed Jonathan that he received a call from a relative that his father was ill and it caused him to leave in a hurry. Jonathan tallied the items in the cart and learned they numbered nineteen (19) in total and were priced at $303.69 (see property section for further). Jonathan then told Rossi and I that he would like to sign a complaint. Robert was placed into custody at that time. Robert was carrying a concealed firearm and he was relieved of that firearm prior to transport. Ofc Kovac took custody of the firearm and transported it to OPPD. transported Robert to OPPD Lockup. Jonathan soon arrived at the PD and provided me a copy of the training receipt with the 19 items, two photographs showing a still-shot of Robert pushing a cart out of the store and the license plate of his vehicle, and a DVD copy of the surveillance footage. He then signed a misdemeanor complaint for Retail Theft. I gave him a copy and informed him of the court date. Jonathan also provided me a training receipt for the items in the second cart. Those items were as follows: 1) 09 Men's hooded sweatshirt 2) Two (2) Lego movie DVDs 3) One (1) "Trainwreck" DVD 4) Elf on the Shelf decoration 5) Scope mouthwash 6) Sensodyne toothbrush 7) Two (2) pillow encasements 8) One (1) Fieldcrest queen sheet set 9) Bath rug 10) Up and Up paper towel 8-pack Total value of $197.04. I then approached Robert and read him his Miranda Warnings from a pre-printed form. He waived his rights and agreed to an interview with Ofc Prestia and me. Robert told me that the reason he pushed the cart of merchandise out of the store was because he got a phone call from his son-in-law to inform him his father was ill. He stated that he needed to go to see about his father so it was an oversight on his behalf that he did not pay. Robert then explained that he was in the shopping plaza with the Marshalls (Orland Park Place Mall) when he got a call from Ofc Svetkovich and not at home with his father. Robert stated that he was just up the street and would come back. He said that it was not until he got back into his car that he looked and saw a package of paper towels and realized he had not actually purchased the merchandise from Target. I asked Robert to clarify if he originally brought the merchandise out of the store before getting a phone call from his son-in-Iaw. Robert told me that he pushed the merchandise out of Target to his car then came back in the store and got the phone call from his son-in-Iaw. Robert told me again that it was an oversight on his part and that he made a dumb mistake. He said that he had $400 on him and could have paid for the items. I ended the interview at that time. I turned Robert over to the Detention Aide to be processed on one count of Retail Theft - 720 ILCS I gave him a copy of his complaint and informed him his court date was set for December 15, 2015 at 0900 hours in Room 102 of the 5th District Circuit Court of Cook County. Robert was later processed and bonded and his firearm was later turned over to O'Connor of the Chicago Police Department in accordance with OPPD policy. I later inventoried the two surveillance DVDs plus an additional two burned copies, the two still-shot photographs, two (2) store receipts (first cart and second cart) and a signed Miranda warning and placed them into ERPS. have nothing further to report.
