DEVANEY NARRATIVE Observation/Investigation On 05/12/16 at approximately 1115 hours I an'ived at the Holiday Inn Hotel at 7390 W. Hampden Ave to assist other LPD agents. Agents gathered in an effort to keep the peace at the hotel where an action was being held by the Bureau of Land Management. Information was received that protestors would arrive to protest the auction. Several protestors arrived and entered the hotel and occupied the lobby for an extended period of time despite several announcements by LPD that they were trespassing on private property and were ordered to leave. Matt Testa, Sergeant Patrol Division Date: May 22, 2016 Subject: After Action Report BLM Protest 2016 Holiday Inn Synopsis: This was an auction of BLM mineral rights with expected protesters. The event took place on Thursday, May 12, 2016. The auction occurred at the Park Place Ballroom of the Holiday Inn, 7390 Hampden Ave, Lakewood CO 80227 at 1400 hours. Obiectives: The primary objective for the Lakewood Police department was to ensure the auction proceeded unhindered while allowing for a peaceful protest to take place. Intelligence: Intel came from BLM law enforcement and a single previous BLM auction that occurred in Lakewood. Additional intelligence information was derived from social media sites and from direct contact with one of the protest organizers. It was expected that there would be up to 170 protestors who would stage at 1130 at the RTD ?Park-N?Ride? to prepare for the auction at 1400 hours. Response: LPD had an eight day advance notice of the event. The protesters were schedule to stage at 1130 hours for the auction at 1400 hours. LPD had two undercover agents imbedded in the group and two agents observing the group prior to 1130. LPD had a command brie?ng at 1030 hours and the main briefing at 1200 hours. The protesters moved from their staging area at 1200 hours. This resulted LPD personnel to deploy will in advance of the scheduled time, from the PD, to get into place. Prior to the bulk of LPD personnel arriving, a small contingent of an estimated forty protesters gained some access to the lobby area of the hotel. The priority then became obtaining control over all access points of the hotel, which included closing the hotel restaurant for four hours. Traf?c units monitored the movements of the pedestrians and then joined the interior units to reinforce the line of agents. Once stabilization inside the hotel was obtained, the protest continued outside, in front of the hotel, with an estimated 150 additional protesters. A group of eight protesters were able to block the entrance to the auction room. The auction participants were escorted in by LPD through back doors. The auction took place at the scheduled time. Once the auction concluded, an announcement went out to the protesters. Shortly after the conclusion of the auction, the protesters reassembled and marched back to their staging area as LPD followed behind at a distance. Traf?c units took up their positions to facilitate safe passage across Wadsworth for the protesters. A debrief was done at the command post and all personnel were accounted for. The incident concluded just after 1500 hours. Eguigmenthersonnel Utilized: Lakewood provided a total of 39 agents to the event. There were 2 commanders, 7 sergeants, 29 agents and 1 Lakewood Marshal. The command post consisted of a single SUV and was staffed by 2 commanders, 2 sergeants, and one agent The advance/surveillance team consisted of 4 agents and one sergeant. The exterior traffic control consisted of one sergeant and six traf?c agents. Inside the venue was staffed by two sergeants and 17 agents. One sergeant, two agents and a marshal staffed an exterior response team. This team had shields and riot batons on standby. All uniformed agents responded in standard patrol uniforms with batons and gas masks in cases. Communication: As BLM did not have Blue on their radios, they had a representative that stayed at the command post. All radio communication was done on This channel is both recorded and It was found that this channel was not available in the cars (but will be with new radios). Despite having over thirty agents on the same channel, radio discipline was excellent. Additional communication occurred using cell phones. The cell phone was the primary communication for the imbedded plain clothes agents. Safety: Agents were equipped with a standard police uniform to include body armor, gloves, helmets and protective masks. Riot shields and batons were on stand-by. They moved into position sooner than expected. We held our primary brie?ng at noon and the protesters were already moving into place. Control access to the venue Some protesters had stayed the night at the hotel, which allowed them to pre-stage with access cards to the interior of the hotel. These inten'or protesters then assisted the exterior protesters by letting them in through secured back door. Ultimately Agent Mains worked with hotel maintenance staff and secured the access points to the hotel. Agents needed access cards or keys to move within venue and control ingress/egress points. Seek intelligence information throughout event - Plain clothes/imbedded agents provided critical intelligence information to the command post. Have this intelligence information readily available at the Command Post. Communicate with protesters having an open dialogue with the protesters and their leaders helped us gain knowledge of their intentions and objectives. Stage equipment/personnel sooner and closer Sgt. Direzza?s tactical team was primarily utilized to back up the skirmish line. He felt his team/equipment would have been better to stage inside the hotel. Have a secondary communication method despite utilizing earpieces, the noise from the protesters made it dif?cult for interior units to hear the radio. Texting from the command post or tactical earpieces could overcome this. Stage a relief area within the venue - had the event extended longer, agents would need a place to hydrate and rest without being exposed to crowd/protesters. This would be critical during a more prolonged event. Need proper transport for arrestees - the Lakewood Marshal?s passenger van would not have been suf?cient to load/unload or transport uncooperative arrestees. I Constantly monitor social media most of the event was live streamed by the protesters themselves. Vital information regarding the protester?s plans, motives and intentions was gained from monitoring this feed. Have this information readily available at the Command Post. 0 Do not underestimate protesters This was a well-organized, trained and motivated group. They staged on time, had their own command post with food, water, generators. They were equipped with radios and hand mics, they filmed and recorded and live streamed the event. They had color coded uniforms (arm bands) distinguishing themselves as arrestees vs protesters. They utilized crossing guards with traffic vests and moved as a group. They seemed to have a friendly relationship with the press and passed along information between them and media. The protesters were from all over the country. Only two appeared to be advocating civil disobedience. Assessment: Overall the operation was a success. The auction did take place and the protesters were able to stage and speak, with no injuries or arrests occurring. They broke down the protest and dispersed at the completion of the auction. Much was learned about our capabilities and preparation for future events.
