The Board decided to hold a work session on this topic in order to better understand the plan and our ability to influence this submission. The details of our involvement were deliberately left vague and the hope is that the Board will have significant input into the final document. It is important that the CDE staff remain on target from both a timing prospective and compliance with state law, federal law and federal regulations. To that end, Dr. Schroeder and I have discussed the outline of the creation of the plan and have instructed staff to proceed in putting together the essential elements, especially those elements that relate to compliance with state and federal law. Input from the plan will be solicited as outlined in the presentation we heard on Thursday to the hub and spoke committee approach. However, Dr. Schroeder and I have decided that the Board will make some of the appointments to the hub and spoke committee. Specifically, Dr. Schroeder and I will serve as the two designated members of the State Board of Education. We will ask two members, one Democrat and one Republican, of the Education Interim Committee to serve on the hub and spoke committee. We will request that the legislators chosen have an adequate amount of time to participate. The Board, collectively, will appoint a parent representative, a tax-payer representative, a business community representative and a representative of the Children’s Advocacy organizations. We will also designate a representative from the Colorado Rural Council. We will ask the Colorado Association of School Boards, the Colorado Association of School Executives, the Colorado Education Association, the Colorado BOCES Association and the Department of Higher Education to designate a representative to serve for them. The Department of Education will designate as many members as required to adequately staff and participate in the committee structure. We hope that this hybrid approach will allow the Board, beginning with the special work session in July, to provide adequate input to the development of the state plan and, at the same time, allow the Department to meet its obligations for the timely production of the plan.
