Alternate Facilities – Locations, other than the primary facility, used to carry out essential functions, particularly in a continuity event. “Alternate facilities” refers to not only other locations, but also nontraditional options such as working at home (teleworking), telecommuting, and mobileoffice concepts. Business Impact Analysis (BIA) – A method of identifying the effects of failing to perform a function or requirement. Business Process analysis (BPA) – A method of examining, identifying, and mapping the functional processes, workflows, activities, personnel expertise, systems, data, and facilities inherent in the execution of a function or requirement. Communications – Voice, video, and data capabilities that enable the leadership and staff to conduct the mission essential functions of the organization. Robust communications help ensure that the leadership receives coordinated, integrated policy and operational advice and recommendations and will provide the ability for governments and the private sector to communicate internally and with other entities (including with other Federal agencies, State, territorial, tribal, and local governments, and the private sector) as necessary to perform their Mission Essential Functions (MEFs). Continuity – An uninterrupted ability to provide services and support, while maintaining organizational viability, before, during, and after an event. Continuity Facilities – Locations, other than the primary facility, used to carry out essential functions, particularly in a continuity situation. “Continuity facilities” refers to not only other locations, but also nontraditional options such as working at home (teleworking), telecommuting, and mobile-office concepts. Continuity of Operations – An effort within individual agencies to ensure they can continue to perform their Mission Essential Functions and Primary Mission Essential Functions during a wide range of emergencies, including localized acts of nature, accidents, and technological or attackrelated emergencies. Continuity Event – Any event that causes an agency to relocate its operations to an alternate or other continuity site to assure continuance of its essential functions. Continuity Personnel – Those personnel, both senior and core, who provide the leadership advice, recommendations, and functional support necessary to continue essential operations Corrective Action Program – An organized method to document and track improvement actions for a program. The Corrective Action Program (CAP) system is a web-based tool that enables City of Dallas Continuity of Operations Plan October 2015 FOR OFFICIALE USE ONLY Annex – DPS – 4 Federal, State, and local emergency response and homeland security officials to develop, prioritize, track, and analyze corrective actions following exercises or real world incidents. Users may enter data from a finalized After Action Report/Improvement Plan, track the progress of corrective action implementation, and analyze and report on trends in improvement plans. Delegation of Authority – Identification, by position, of the authorities for making policy determinations and decisions at headquarters, field levels, and all other organizational locations. Generally, pre-determined delegations of authority will take effect when normal channels of direction have been disrupted and will lapse when these channels have been reestablished. Devolution – The capability to transfer statutory authority and responsibility for essential functions from an agency’s primary operating staff and facilities to other agency employees and facilities, and to sustain that operational capability for an extended period. Essential Functions – The critical activities performed by organizations, especially after a disruption of normal activities. There are three categories of essential functions: National Essential Functions, Primary Mission Essential Functions, and Mission Essential Functions. Essential Records – Electronic and hardcopy documents, references, and records that are needed to support essential functions during a continuity situation. The two basic categories of Essential Records are (1) emergency operating records and (2) rights and interests records. Facilities – Locations where an organization’s leadership and staff operate. Leadership and staff may be co-located in one facility or dispersed across many locations and connected by communications systems. Facilities must be able to provide staff with survivable protection and must enable continued and endurable operations. Interoperable Communications – Communications that provide the capability to perform essential functions, in conjunction with other organizations/entities, under all conditions. Leadership – The senior decision makers who have been elected (e.g., the President, State governors) or designated to head a branch of government or other organization. Memorandum of Agreement/Memorandum of Understanding – Written agreement between departments/agencies that require specific goods or services to be furnished or tasks to be accomplished by one organization in support of the other. Mission Essential Functions – The limited set of agency-level government functions that must be continued throughout, or resumed rapidly after, a disruption of normal activities. Orders of Succession – Provisions for the assumption by individuals of organization senior leadership positions during an emergency in the event that any of those officials are unavailable to execute their legal duties. Primary Operating Facility – The site of an organization’s normal, day-to-day operations; the location where the employee usually goes to work. Reconstitution – The process by which surviving and/or replacement organization personnel resume normal operations from the original or replacement primary operating facility. Recovery Time Objectives (RTO) – the maximum length of time that can elapse before the lack of performing an essential function severely impacts the organization. The maximum agreed time for the resumption of essential functions Risk Analysis – The process by which risks are identified and evaluated. Risk Assessment – The identification and assessment of hazards. Telework – The ability to work at a location other than the official duty station to perform work or emergency duties. This may include, but is not limited to, using portable computers, personal computers, high-speed telecommunications links, and mobile communications devices. Testing, Training, and Exercises – Measures to ensure that an agency’s continuity plan is capable of supporting the continued execution of the agency’s essential functions throughout the duration of a continuity situation. Virtual Offices – An environment where employees are not collocated and rely exclusively on information technologies to interact and conduct their work across distance from multiple geographic locations. Once the vehicle arrives at the impound, the calculation of the impound fees begin. After a vehicle has been impounded for 3 days, a notice is sent to the vehicle owner or lien holder. The notice also lists an auction date. The owner has until the day before that date to pick up the vehicle. If a vehicle is involved in an investigation, an investigator can put a hold on the vehicle and no one can view or move that vehicle until the investigation is over. City of Dallas Continuity of Operations Plan October 2015 FOR OFFICIALE USE ONLY Annex – DPS – 55 DPD Stations City of Dallas Continuity of Operations Plan October 2015 FOR OFFICIALE USE ONLY Annex – DPS – 56 DPD 911 Relocation Procedures                              When all notifications have been made and the commander issues execution of the Back Up Plan, 91-1 Call Takers will be transported to 5000 Dolphin (The Back Up Site) using one of three methods. For Notifications processes reference page 3 on Set Up Procedures Manual. The 9-1-1 Manager III or the on duty Manager II, Lieutenant or Supervisor can contact EBS for access to the keys to the city vans and use vans to transport personnel. The second method if EBS is not available is to have the 911 manager contact DART to request a bus to transport 9-1-1 Call Takers and Dispatch personnel to 5000 Dolphin. The third method will be for Call Takers and Dispatchers to transport themselves in their own vehicle. Upon arrival, the 9-1-1 staff will proceed to the northern most entrance of the facility. That’s the black door located between the two handicap signs. The Back Up Call center entrance is the black door at the end of the sidewalk shown in this picture. Dallas Fire Rescue (DFR) is responsible for opening this door, the 9-1-1 cabinets, the police dispatch cabinets and all other necessary doors for emergency setup procedures throughout the facility. This facility is used by the Fire Department to train new recruits so they typically have someone here Monday through Friday from 7am to 5pm. In the event of an emergency outside of those hours, DFR dispatch would relocate their City Hall call center to this Back Up site and provide access to the facility. All keys to this facility are labeled and stored inside the KNOX BOX . The KNOX BOX is the black box with the red dot on it and its located right outside the doorway entrance. The crème colored box is the intercom. And It allows you to contact people inside to tell them you are standing outside. Someone from DFR will access this KNOX BOX site and provide access to the facility. In the event the 9-1-1 staff arrive before DFR, someone from the staff should contact DFR at one of their 55 fire stations and tell them to send someone to unlock the facility. The contact numbers for the Fire stations begin with (214) 670 – 4701 (station #1) and go up to (214) 670 – 4755 (station 55 This is the Back Up Site hallway. The 1st are stored in the door on the left is CLASSROOM #3 which is DFR’s setup area. The 2nd door on the left is CLASSROOM #2 which is the setup room for 9-1-1 Operations. The 3rd door on the left is CLASSROOM #1 and is the setup room for Police Dispatch. The hallway on the right leads to the restrooms and lunchroom and the door at the end of the hallway is the exit. The 9-1-1 cabinets are labeled 9-1-1 Communications and are the two closest doors to the entrance door of CLASSROOM #2. All of the equipment including telephones, laptops, the TTY Machine, the Router, the Printer, the power outlet extensions, the MapsCos, the Beat Book and other essential materials are in those cabinets. There are labels for each shelf that identify where each piece of equipment is supposed to go. After the equipment is used it should be placed back in its designated spot. The telephones and their cords are located in the brown boxes on the right. The laptops, power cords and the mice are located in the black bags on the right. The printer is located in the box labeled DELL. The router and TTY Machine are sitting on top of the DELL printer box. The power extension outlets are located in the clear tote next to the blue trash cans. 6. The Beat Book, MapsCos and Emergency Phone Number books are sitting on top of the clear tote. Place the four (4) telephone boxes that say TABLE 1 on them on TABLE 1. TABLE 1 is the first table on the left at the front of the room. Remove the telephones from the boxes and plug them into their respective outlets. The telephone boxes are numbered and the outlet ports are as well. Stick the correct telephone cord in the corresponding port. City of Dallas Continuity of Operations Plan October 2015 FOR OFFICIALE USE ONLY Annex – DPS – 57                             Check to make sure that the outside line is working by hitting the extension number on the phone pad (ext 3637) and listening for a dial tone. Attempt to call one of the other three (3) phones by dialing extension 3200. Once those four phones are logged in and ready to receive calls, have four (4) call takers start taking calls. If the call takers are not ready to take calls they should hit the NOT READY button to go into Not Ready status. Once they are ready to take calls , simply hit that button again. Those four (4) call takers can fill out X-CARDS until laptops are setup up and powered up for them by the other call takers that will continue setting up the room. Once the calls are transferred to the Back Up Site, the calls will systematically go to the next call taker available that’s logged in. The longest idle will get the next call. Transferring calls to police dispatch and DFR involves the same steps that a call taker would use at the 9-1-1 Call Center: o Hit conference. That places the citizen on hold. o Dial the complete number (214) 670 - 2330 or extension 2330 of DFR. o When they answer, hit conference again and after insuring that they are connected and talking, release the line by hitting the orange release button. Set up four (4) laptops on the first table next to each of the four phones. Remove the laptop, power cord and mouse from the bag. Plug the power cord into the back of the laptop and then into the wall outlet or power outlet extension cord. Insert the mouse into the mouse port on the right side of the laptop. The mouse pad below the keyboard on the laptop can be used in place of the mouse. Login to the laptops using the instructions below: Open the laptop and press the power button which is located on the right hand side above the keyboard. The first screen that appears will read “CTRL + ALT + DELETE” to log on. Enter that information. The next screen will have four icons. Select the one that says “OTHER USER”. The next screen will ask you to enter a USER NAME (.\911dispatch) and PASSWORD (Disaster1). Use lower case on the user name and capitalize the “D” in disaster and then use lower case for the rest of the word. The next screen will have several icons. Click the one that says MANUAL DISPATCH and it will take you to another screen that says POLICE/911. Click that icon. The next screen will be the call taking screen. After you have typed in all the information for the call sheet, hit CREATE INCIDENT and it will print. Login instructions have been placed inside the 9-1-1 cabinet doors and on all laptops. City of Dallas Continuity of Operations Plan October 2015 FOR OFFICIALE USE ONLY Annex – DPS – 58                            The two (2) TTY Machines, their telephone cords, power cords and their instructions for set up and for communicating with callers are stored in the 9-1-1 cabinet in a white box that has a picture of a TTY on it. Remove the TTY Machine from the box and set it up on the last table on the right in the rear of the room. Sit a laptop next the TTY Machine and power up the laptop. Login in and go to the call sheet screen so that you are prepared to enter call sheets. Plug the telephone cord into the bottom of the TTY Machine and then into the blue designated wall outlet (labeled TTY). There is a port for each of the machines. Plug the power supply cord into the back of the TTY Machine and then into the wall outlet or extension cord outlet. TTY calls will not come directly into these two phone lines. TTY calls will come in on one of the twenty four (24) lines answered by the call takers and will have to be transferred to the TTY phones. The call takers will be able to recognize incoming TTY calls because when they answer the phone they will hear beeping sounds(from the caller pressing the space bar) or complete silence because the caller is waiting on the 9-1-1 call taker to send the standard 911 TTY greeting. They will use the same transfer procedures mentioned earlier to transfer TTY calls back to the TTY table. The extension that they will transfer to will be 3610 and 3612. When answering calls, hit the “ON” switch on the TTY machine and then tell the call taker that is transferring the call to go ahead and proceed with the transfer. Once the call has been transferred, whatever message that the citizen has typed will appear on the call takers TTY screen. When communicating with citizens, type your response and end the sentence with go ahead (GA) so they know it is their turn to speak. When asking a questions end the call with (QQ). Remember, you cannot type while they are typing. When you are finished with your conversation with the citizen, type SKSK and then turn off the machine. The call answering and communicating instructions are on the laminated blue card located inside the TTY box. That blue card should be placed on the table next to the TTY Machine as a guide. The printer is stored in the 9-1-1 cabinet on the bottom left hand side. It is used to print call sheets generated by the call takers from the laptops. Its on switch is on the back in the left hand corner. The printer power cord connects to the back of the printer and then to the wall electrical outlet. The router allows the printer and laptops to communicate so that the laptops can print documents. It has a power cord in its box and a white telephone cord. The router power cord connects to the back of the router and then to the wall electrical outlet. The two white antennas attach to the back of the router by being screwed on. The white telephone cord attaches to the back of the router and then into the back of the printer. The green cable is the Ethernet cable and it connects the router to the router/switch cabinets located between CLASSROOMS #2 AND #3. The green cable is wrapped up and stored in the cabinets right hand side middle section. It is never disconnected from its base inside the router/switch cabinet. it is only disconnected from the router when disassembled. Four (4) to Five (5) call takers work the printer depending on how busy it is. One call taker is responsible for pulling the printouts off of the printer. The second call taker is responsible forseparating them. The other three call takers will be used as runners and are constantly going backand forth between police dispatch, fire dispatch and the Log Book table. The type of call sheet that is entered will determine how many call sheets print out at the printer. For Priority 1 calls, three call sheets will print. For all other calls only two call sheets will print. When three copies are generated: 1 copy goes to police dispatch 1 copy goes to the Log Book table 1 copy goes to fire dispatch City of Dallas Continuity of Operations Plan October 2015 FOR OFFICIALE USE ONLY Annex – DPS – 59        When two copies are generated: 1 copy goes to police dispatch 1 copy goes to the Log Book table When X-CARDS are used instead of laptops, the printer table and router are not necessary. Six (6) call takers are used as runners. Three (3) for each side of the room. They are responsible for picking up the X-CARDS and taking them back to the Log Book table so that the call takers working the table can write them in the book. After the X-CARD has been logged, that same call taker takes it to police dispatch runner so that it can be given to the dispatcher. If it is a call that requires both police and fire, the runner takes it to DFR first to show them where they need to go and then takes it to the police dispatch runner. Whether on X-CARDS or Laptops, call takers are required to yell out all PRIORITY 1 calls so that everyone in the room understands the sense of urgency attached to those calls. This also helps reduce the number of duplicate calls. There are three (3) Dry Erase Boards located in the 9-1-1 room. They are all there to be used to provide pertinent information to call takers. Each laptop bag, laptop, mouse and power cord is numbered for inventory purposes. Call takers need to remember during the dismantling of the 9-1-1 room, to put the correct laptop with the correct bag and other equipment when storing it away. City of Dallas Continuity of Operations Plan October 2015 FOR OFFICIALE USE ONLY Annex – DPS – 65 COOP Plan Execution Once a declared state of emergency or a major disruption to the department functions exists, it is considered to be a period of COOP plan execution. The concept of operations in the basic plan describes the three phases of COOP plan execution: activation and relocation, continuity operations, and demobilization and reconstitution. Task Assigned To Date/Time Completed Department Rally Point Alert and Notification This phase begins with the activation of the DPD Devolution Plan and the transfer of its mission, authority, responsibility, and Essential Functions to the Alternate Facility. This phase ends with the establishment of the mission-capable Alternate Facility. If a catastrophic event is likely to occur, DPD will take the following actions:     The Director or designated successor, will notify the Devolution Director to activate the Devolution Plan. The Director will contact the Dolphin Road Training Facility to initiate the automated emergency notification system. If the main notification system is not operational, the Dolphin Road Training Facility will notify key DPD Devolution officials. Each division official will notify the Dolphin Road Training Facility upon completion of the notification process. DPD members will immediately report to their Devolution site. The Dolphin Road Training Facility will notify FEMA’s Continuity Readiness Cell, submit a Devolution Status Report, and will notify Dallas OEM that an emergency relocation of DPD is anticipated or is in progress. If a catastrophic event occurs without warning, the Devolution Director will order the following actions:  DPD members will immediately report to their Devolution site (during duty and non-duty hours).  DPD members will perform the DPD mission and Essential Functions.  The Dolphin Road Training Facility will notify Dallas OEM that an emergency relocation of DPD is anticipated or is in progress. Devolution It may be necessary to transfer statutory authority and responsibility for the 311 Essential functions to other employees and facilities to sustain that operational capability for an extended period. In this situation, management, leadership responsibility, and Essential Functions will devolve to the designated DPD Devolution of Operations sites in DPD along with several other satellite and subcomponent offices. Reconstitution Reconstitution is the process by which personnel resume normal operations from the original or a replacement primary facility, and reconstitution is conducted after the emergency or disruption ceases and is unlikely to resume.
