On July 9, 2016 , at 23:29 hours , a 911 caller reported that there were suspects in the area of 761 St. Anthony , in St. Paul, Ramsey County , Minnesota , throwing what appeared to be Molotov cocktails at police officers on Interstate 94. The caller provided a plate number and the vehicle description of the suspect veh icle . It was described as a black GMC with Minnesota plate 269 PGH. The caller reported that he was watching the protest on the freeway when he saw a black GMC with the aforementioned plate parked on St. Anthony near Grotto . He said there were two males and a female in the vehicle. One male said, "I'm going to show these fucking cops ." He grabbed bottles out of the vehicle. The bottles had liquid in them. The caller thought they might be Molotov cocktails . He said both males launched bottles over the fence near the pedestrian bridge. He said that the cocktails appeared to "fizzle out" and did not ignite. Prior to this reported incident , at approximately 1930 hours , protesters took over Interstate 94. There were about 500 people on the freeway holding signs and chanting . The protest grew larger and it became increasingly dangerous . The protesters started to move toward a line of officers making up the Mobile Field Unit. The protesters were getting more excited and started to direct their anger at officers . Participants started to throw rocks , glass bottles, plastic bottles filled with water, and iron rebar at officers . Several officers were struck by the objects. Someone shot a commercial grade firework at officers injuring at least one officer. Some protesters did not heed warnings provided by a St. Paul Police Commander that they were now participating in an unlawful assembly and needed to leave. This announcement was made over 15 times . The crowd began throwing larger objects and hitting officers. Officers, troopers and deputies began to in encircle those who would not leave the area. As people were being encircled, other groups of people were throwing objects over the bushes from the frontage roads on both sides of Interstate 94. The objects were striking officers, injuring them. These objects consisted of patio pavers , glass bottles , very large rocks , and pieces of lumber. One officer was struck with a 20 pound bolder directly on his helmet. Officers began using concussion devices with small amounts of chemical irritant to disperse those who would not leave . Officers also used chemical sprays to disperse the crowd. Throug hout this process, various "missiles" continued to rain down on officers . Well after dispersal order s had been given by police , officers observed an adult male , wearing a red shirt and wh ite pants , in the crowd . He was throwing large rocks and construction debris at officers. Officer Carle , who was equipped with a "less lethal launcher ," marked that male with a 40 mm green marking round which struck his white pants near the area of his right leg. On July 10, 2016 , officers located the black GMC with Minnesota plate 269 PGH. It was parked on Cook between Westminster and Arkwright in St. Paul. Officers watched the vehicle and observed a male wearing a red shirt and white pants enter the vehicle with another male and a female. Officers stopped the vehicle and identified the male in the red shirt and white pants as the defendant, Louis Bernard Hunter, DOB 04/18/1979. The defendant had green marking die on the upper right side of his white pants . Officer Carle and other officers viewed a photograph of the defendant and identified him as the individual who was marked with a green marking round after he was observed throwing large rocks and construction debris at officers. The 911 caller was unable to pick the defendant out of a line up and could not identify him as one of the persons throwing liquid-filled bottles over the fence near the pedestrian bridge . Police also were not able to find evidence that Molotov cocktails had been thrown in that area. In a post-Miranda interview the defendant admitted that he was present at the protest on Interstate 94 . He said that he started his evening at a vigil in St. Anthony near Larpenteur. He and others then went to the area of St. Anthony Avenue in St. Paul and joined the protest. He said that he spoke with some family members and then moved down onto the freeway. He said that he was struck with a green marking round almost as soon as he arrived on the freeway and for no apparent reason .
