conditions place a prisoner in an environment where he is cutroff'rom human contact. However. detainees in
separation interact daily With medical professionals, detention officlals. and intelligence personnel,

The Separation technique involves removan the detainee trom interacting With other detainees while still
complying With all applicable standards of humane treatment and prohibitions against torture or cruel. inhuman, or
degrading treatment or punishment as defined in international law. including the law otwar, us. law. including
Title XIV of Public Law 1097163 (The Detainee Treatment Act of 2005). Executive Orders. including Executive
Order 13491 (Ensuring Lawlul Interrogatlons). applicable lssuances. and the us. Army Field Manual 2223
Appendix M.

The purpose otseparalion is to deny the delainee lhe opporlunity to communicate with other detainees to prevent
him from learning techniques or gathering new information to support a cover story. This
otters an environment tor the delainee to provide intelligence Without other detainees having knowledge of their
cooperation.

Use of the separation technique is authorized only by exception and applied on a casebyrcase basis when there
is belief/concern the detainee possess information of potential intelligence value. Prior to any use of the
separation technique. the Combatant Commander musl authorize use otseparalion in their area of responsibility
(AOR). The first general or tlag otfioer in the lntermgator's chain of command must approve each specific use of
separation to include the interrogation plan that utilizes separation.
