The two issues that jump out at me are a lack of communications between ARC and locals and continuity of Personnel in the regions. Sandy Issues with American Red Cross Assumption - Kayte Landry Fortunately, we did not have any issues with Red Cross. They were here when we had the tornado event on the 23rd of February. As usual, they visited the area that was devastated, provided cleanup kits and comfort kits. They also provided meals, rakes and shovels and some vouchers were issued. There was no need for shelters as the tornado victims were housed by relatives. The shelter was opened but no one showed up. i guess we should count our blessings on this Lafourche - Chris Boudreaux We have had problems with no one answering the phone and having so much of a turn over not knowing who to call. After our hurricane meeting if I understand it right having two people to handle region 3&1 is a lot for the planning side. Also having them come in after two or three weeks after a storm asking what do we need to the director and sitting around waiting for an answer instead of asking who has the information they are looking for. St. James No Response St. John -- No Response Terrebonne - Earl Eues Concerned on whether or not ARC will be able to provide services as per former agreements with the Parishes, ie: Shelter personnel, food, water, snack provisions for evacuees. Would like to know what the ARC will or will not provide so we can plan for those items/services that they are not providing. Region 4 - Lisa Vidrine Has not had a signi?cant event to test red cross capabilities in many years, the majority of parishes do not have any comments or any issues. i can say from past experience that red cross usually sends personnel in this region to other regions during events, which presents a problem when our region needs shelter assistance. Recently, I have heard that red cross would not be doing any sheltering in the Region 4 area pre-storm, which causes issues for St. Landry, Evangeline, and Upper St. Martin. We can do last resort sheltering, but all three parishes need red cross support to make it happen. R-Z directors Brian Spillman I received no responses from R-2 directors. John Rahaim - St. Bernard 1. Continuity of POC/Personnel - due to the numerous and frequent staffing changes at ARC, it has been dif?cult to identify who our points of contact are for different functional areas. Generally, we need ARC assistance in two functional areas: emergency planning/response and community outreach. When e-rnailing or contacting different individuals, we often don?t hear back. After a disaster, different ARC personnel contact us asking the same questions via phone and e-mail. 2. Shelter Operations - we need clarity on the role of ARC in supporting shelter operations in SE-LA in two scenarios: (1) localized emergency such as a large ?re, and (2) major emergency such as a hurricane. The current plan is to have ARC manage shelters post-storm in both shelter-in?place and evacuation/re-entry scenarios. I'm concerned about ARC assets being depleted due to shelter operations elsewhere. We have had issues in attempting to coordinate with ARC to conduct shelter surveys in the past. 3. Evac Support - we need clarity on the role of ARC in supporting out CTN evacuation operations. In the past, we've had agreements between Region 1 parishes and ARC for a food and water drop at our Pick-up Points. These agreements are expired for and attempts to resign them have been unsuccessful due to reason #1 above.
