Dr. Branville G. Bard, Jr.

 

I am a dedicated, law enforcement professional with a reputation for sound leadership,
community service, fairness and innovation. Currently having over twenty?three years in
law enforcement, I serve as the Chief of Police and Director of Public Safety for the
Philadelphia Housing Authority? 3 Police Department (PHAPD). Prior to that I served over
21 years with the Philadelphia Police Department, more than 12 of which were at or above
the rank of Captain, before retiring at the rank of Inspector (Lt. Colonel). In addition to
serving as the Chief of Police Director of Public Safety for PHA, I was appointed by
Mayor Jim Kenney as the Co?Chair of the Public Safety Committee, for his Transition
Team; in this role, I was purposed with leading a group of experts in various disciplines
within the ?eld of public safety with shaping policy that ensures objectivity, community
involvement, diversity and excellence.

To obtain an appointment as the head of a large to mid?size law enforcement agency that
allows me to leverage my immense talents in the furtherance of sound governance and
creating true reform in policing the Criminal Justice System.

Education:

It is my firm belief that police have two overarching responsibilities: the duty owed to
society to reduce crime and the fear of crime; as well as, the duty to protect the individual
constitutional of the citizenry it is sworn to serve. I believe it is a that to be
safer as a community, we must sacrifice civil liberties; a system centered on ?Fundamental
Fairness? and ?Social Justice? is key.

Police Department in the Nation. Provide risk assessment and risk management strategies.

0 I was responsible for the oversight and management of all departmental training including
the following units: Recruit Training, Firearms Training, Advanced [In?Service] Training,
and the Law and Criminal Procedure Unit.

0 I was reSponsible for assisting the Director of the Of?ce of Forensic Science in performing
all related responsibilities. As Commander of this Unit which includes the Department?s
elite Crime Scene Unit, I led a diverse team of police of?cers and scientists who investigate
and help solve a vast array of crimes throughout the city. Overseeing the operations of and
maintenance of ISO 17025 accreditation for the following units: Chemical Laboratory,
Criminalistics Unit (DNA and Trace Labs), Crime Scene Unit, Firearms Investigation Unit,
Questioned Documents, Latent Prints Unit, Drug Evidence Intake Unit and Drug Evidence
Control Unit Wault). I also was the Of?ce?s lead negotiator when it came to dealing with
the several bargaining units that represented OFS members (District Councils 33, 47, 2186
the Fraternal Order of Police).

0 I responsibly commanded the largest police district in terms of personnel assigned. I was
chosen for this assignment because of my reputation and proven track record as an
innovator and motivator. Iwas responsible for supervising more than 340 sworn of?cers
in the mission of community?policing and crime-reduction. While at the 221nd District, I
formed important and long-lasting relationships with members of the North Philadelphia
community which helped with my success in reducing crime. In terms of personnel
assigned, the 22?d District is larger than the majority of the law enforcement agencies in
the United States and has an annual operating budget of nearly $25 million. During this
time I also served as the Philadelphia Police Department?s Liaison to PHILADELPHIA
CEASEFIRE CURE VIOLENCE.

Violations and made penalty recommendations to Police Commissioner on all guilty
verdicts.
