I am a 33 year veteran of the Philadelphia Police Department Where I hold the rank of Chief Inspector and serve as the Commanding Of?cer of the Homeland Security Bureau, Counter Terrorism and Special Operations. In addition to the Homeland Security Unit I am responsible for the Department?s Bomb Disposal Unit, Special Weapons and Tactics Unit, Airport Police Unit, Civil Affairs Unit, Dignitary Protection Section, Highway Patrol, Traffic Unit, Mounted Unit, Canine Unit, Aviation Unit, Marine Unit, Major Accident Investigation Division, Tow Squad, Joint Terrorism Task Force. I also serve as the department?s point of contact to the FBI on all matters related to Counter Terrorism, and the U.S.S.S. on matters related to Presidential and Dignitary Security. I hold a BA from Penn State University in the Administration of Justice and an MA in Public Safety ?'om St. Joseph?s University. I am an adjunct professor at several colleges in the Philadelphia area. Additionally, I am a graduate of the FBI National Academy and the US Army Ordinance Munitions and Electronics Maintenance School. I am SWAT and Haz Mat Level certi?ed and hold a certi?cate in response to Weapons of Mass Destruction for Law Enforcement. Presently, I am the highest ranking member of the Department?s Major Incident Response Team (MIRT) and I am responsible for all aspects of the departments Active Shooter and MACTAC training (LE. and civilian) including the distribution of 5,000 tourniquets within the department, the introduction of gunshot kits to our members and the training, and equipping of all City of Philadelphia paramedics in the active shooter concept so they can safely operate with law enforcement in the warm zone as members of combined rescue teams. In March of 2010, I participated in the Advanced Training Seminar which afforded me the opportunity to spend ten days traveling througho'ut Israel and studying counter terrorism techniques with Israeli Military, Police and Civil Defense Authorities. I am the Departments representative to the ADL in regards to addressing hate groups and the crimes they commit. - I act as the Department?s Incident Commander at all major incidents involving Homeland Security and matters requiring tactical intervention. I serve as the Department?s liaison to the City of Philadelphia?s Office of Emergency Management and the Transportation Security Administration. I am also a former commissioner with the State of Police Training and Education Commission. Finally, I function as the Department?s Incident Commander and subject matter expert at all major demonstrations, protests and labor actions. This included the Department?s much heralded handling of the ?fty six day encampment at our City Hall by members of the Occupy movement. In addition to managing the 300 tent encampment the department escorted forty-two marches and made one hundred and thirteen arrests. All were accomplished with no use of force. After the Ferguson Missouri decision, Philadelphia like several other major cities experienced a series of large, emotionally charged protests and marches. The Philadelphia Police Department made no arrests, employed minimal force, and had no interstates blocked. In 2011, I was designated as the Chief Planner and Incident Commander for the 2013 IACP Convention in Philadelphia. I have again been chosen to ful?ll these same roles for the 2017 IACP Convention which will again beheld in Philadelphia. In 2014 I was chosen to serve as the Department?s representative to the Mayor?s World Meeting of Families Planning Committee, and the U.S.S.S. N.S.S.E. Executive Flaming Committee to prepare for the much anticipated and very successful 2 day Papal visit to Philadelphia in September of 201 5. In preparation for this much heralded event I traveled to Rome in June- 2015 with the Mayor of Philadelphia and other ranking city of?cials to meet personally with Papal authorities and Vatican security of?cials. In 2014, I represented the City of Philadelphia and the Police Department before the Democratic National Convention Selection Committee on all matters relative to security and public safety in the cities successful bid to host the 2016 Democratic National Convention for which I am currently a member of the Democratic National Convention Security Working Group. In 2016, I was selected to be one of only seven senior level state or local Counter Terrorism of?cials nationwide to participate in the FBI sponsored Leadership in Counterterrorism (LINCT) project. As a participant in this program, I am tasked with collaborating with my FBI hosts and international counterparts to create or enhance methods used in the detection, prevention and disruption of terrorism. In my off duty hours I serve my community as president and an executive board member for the Irish Pub Children?s Foundation, a 501 C3 registered nonprofit which has raised 42 million dollars for children in need and the families of fallen responders throughout the greater Philadelphia and South Jersey region.
