It outlines how we intend increase awareness about the Open Government Partnership (OGP) process in New Zealand communities and encourage those interested to participate in the development of the NAP. The State Services Commission (SSC) is the official OGP Point of Contact. They are managing engagement with government officials and have commissioned the services of engage2 to manage engagement with Civil Society independently. Civil society is a term used by the OGP to describe anyone who is interested in the Open Government Partnership (OGP) who is not representing a New Zealand government agency, what we refer to as New Zealand communities. Purpose of engagement To involve and collaborate with New Zealand communities to develop recommendations for government to consider including in New Zealand’s National Action Plan (NAP) for Open Government. Objectives  Develop the National Action Plan (NAP) for Open Government in partnership with New Zealand Communities  Identify people interested in Open Government, and the themes being discussed, and invite their participation in the OGP NAP process  Raise awareness about Open Government in New Zealand and the opportunity to contribute to the NAP  Work with people who want to participate to ensure their input is useful and considered  Capture and analyse input shared throughout the engagement process in an open and transparent way  Encourage collaboration between Government and New Zealand communities Timeline The New Zealand Government is due to submit their second NAP plan to the International OGP team on 30 October 2016, which means the draft needs to be with Cabinet and signed off by Ministers in early September. Stages of the project There are six stages of this project:  Stage 1 – Input into the engagement approach (15 July – 25 July)  Stage 2 – Raise awareness, encourage participation (18 July – 2 August)  Stage 3 – Co-design the NAP vision (2 August – 20 August 2016)  Stage 4 – Co-create recommendations for the NAP (20 August – 30 August 2016)  Stage 5 – Government consideration of recommendations (September 2016) 2  Stage 6 – Launch of the National Action Plan (October 2016) How you can engage Stage 1 will involve engagement with primary stakeholders only. Engagement during Stages 2- 4 is open for anyone interested to participate but we are aware that people will want to participate in different ways, investing varying amounts of their time and attention to engagement processes. So, we are allowing for four degrees of engagement, those interested can: 1. Stay informed: a. Get up to speed on the website b. Register for email updates or sign up for an RSS feed c. Follow #OGPNZ on Twitter d. Participate in a webinar e. Participate in a briefing event* 2. Have your say: a. Share you thoughts about the draft OGP background section (online) b. Tell us what you think about on the proposed themes for the second NZ OGP (online) c. Host an event and invite our involvement in your event d. Participate in a co-design event* 3. Get involved: a. Help co-design a vision statement to guide NAP development online or at an OGPNZ event b. Suggest an action for the NAP online or at an OGPNZ event c. Tell your friends! Host an event. d. Participate in one of the International OGP working groups 4. Collaborate: a. Participate in teleconference about the theme that interests you most (phone or video) b. Help prioritise actions suggested and work with New Zealand Government officials to co-create OGP commitment templates at the co-creation workshop - SSC will use these to brief Ministers and Cabinet. *These will be held in Auckland and Christchurch and the OGP team during Stage 3 of the process to raise awareness of the project and encourage input into the design of the vision statement, background and suggested actions. The OGPNZ team will also attend events in Wellington for this purpose. Anyone who Get’s involved during Stage 2 and 3 of the process will be invited to the co-creation workshop in Wellington in late August to co-create recommendations with New Zealand Government officials during Stage 4. All actions suggested will be treated as submissions for use in the cocreation workshop. 3 During the workshop participants will work with Government officials from relevant Ministries to: a. consider submissions and help prioritise suggested actions; and, b. co-create potential commitment templates for the OGP. The outputs of these workshops and input received by engage2 throughout the process will be provided to SSC as recommendations for consideration during this Stage 5. To raise awareness about the project To raising awareness about the opportunity to participate in OGP we are:  conducting a stakeholder and online content analysis to identify stakeholders;  calling and emailing people we know to be interested in OGPNZ to get their input into this strategy, stakeholder analysis and invite their involvement in the project;  emailing people we think may be interested in Open Government to invite their participation;  creating a content calendar of social media posts to share to encourage participation;  scanning the market for events we might participate in during this process; and,  preparing newsletter content for people to share. Throughout the project we will also:  invite participation from additional stakeholders related to the themes are emerging;  promote the project publically on social media with sharable content; and,  update anyone interested about the project online and through email.
