(FOUO / Limited Distribution) Emergency Actions to Restore Discipline within the Victoria Jail 7-15-2016 Concept of Execution The Victoria County Jail staff undergoes a graduated process to re-establish a disciplined and well secured environment whereby all inmates abide by the rule of law. The process will be executed over the course of four phases: Phase I: Phase I begins with a complete shakedown of male trusty cells and subsequent rolling of all male trustys. Jail services are reduced. Regular menu meals suspended. Emergency meal menu and schedule is put into effect whereby detention officers prepare and distribute all meals. As possible, female trustys will augment the kitchen staff. Church and visitation services continue for inmates in general population. Laundry service is provided by female trustys. Inmate services initiate a search for replacement trustys. Shift leaders and detention officers anticipate, prepare for inmate indiscipline, and decisively respond to restore good discipline. Phase I concludes when the emergency meal schedule is employed and accepted without question by the general inmate population. Phase II: Phase II begins with the acceptance of the emergency meal schedule by the general inmate population. The emergency meal menu is augmented with one hot meal provided per day from the authorized / approved menu; otherwise, the regular menu remains suspended. Detention officers continue to prepare and distribute all meals. Female trustys will augment the kitchen staff. All other actions continue as described in Phase I. Phase II concludes after 7 days of successful preparation and serving of the augmented emergency meal menu. Phase III: Phase III begins 7 days of successful preparation and serving of the augmented emergency meal menu. A cohort of replacement male inmate trustys is interviewed, trained, and prepared to assume kitchen duties over the course of 7 days. The augmented meal schedule as described in Phase II continues. Detention officers continue to prepare meals with female trusty augmentees for one shift while replacement trainees are trained on the second shift. Detention officers distribute all meals. Phase II concludes when the cohort of male trustys is trained and certified by the kitchen supervisor as ready to assume all meal preparation duties. Phase IV: Phase IV begins when the cohort of male trustys is certified and trained as ready to assume all meal preparation duties. The augmented meal schedule is replaced by the approved menu in place prior to commencement of Phase I. The new male trusty cohort prepares meals under kitchen management supervision. Detention officers distribute all meals. Male floor trustys are reinstated. Female trustys resume traditional female trusty duties and dispense with kitchen augmentation duties. Phase IV continues until an emergent need for re-establishing good order and discipline within the jail. Maintain 3 day’s supply of non-food items include sandwich bags, lunch bags, spoons, cups, trash-bags, bread, portion cups, pickle, relish, onion, mustard, mayo packets, mustard packets, dish detergent, sanitizer, and gloves Non-kitchen items: Maintain 3 day’s supply of trash bags, gloves, laundry detergent, cleaning chemicals, toilet paper, paper towels, personal protective equipment (TYVEX coveralls, raincoats, facemasks, etc.) People Ensure trustys / detention employees are on hand to accomplish all required tasks If no jail-wide disturbance: Inmate Services makes at least 10 female trustys. The female trusty's will be used during Phases I, II, and III as follows: 1/2 laundry; 2 kitchen; 2 cleaning crew - day; 2 cleaning crew - night. Female trusty augmentation is required for preparation of lunch and dinner meals – no female trusty augmentation will be required for breakfast. 2 kitchen employees will be on duty per each weekday shift. Two additional detention officers will be employed on an authorized overtime basis to augment the kitchen staff for 8 hours per day during Phases I, II, and III. If minor jail-wide disturbance - not affecting female trustys: Same as above If major jail-wide disturbance: Place facility on full lockdown: Same as above with the following exceptions: No unnecessary inmate movement will be allowed. Other on-duty VCSO personnel will assist if/as possible, otherwise extra VCSO staff will have to be called in to accomplish all necessary tasks Medical Meet the medical needs of all persons within the detention facility Inmate medical services will be provided as normal. Medical personnel will be on hand during normal hours from 6 AM to midnight. If medical assistance is needed outside of normal hours, persons will be transported to Citizens’ Medical Center either by EMS or County vehicle. Effective immediately: VCSO jail leadership develops viable plans that outline prioritized goals and objectives, ways, and resources to maintain jail operations to established standard. Upon development of coordinated plans, the jail leadership will train individual and collective skills through a series of scenario driven situational training exercises. The intent is to develop a Jail Special Operations Response Team (JSORT) capability. Emergency lifesaving procedures If major disturbance: Among the scenarios considered are those where the jail staff is incapable of re-establishing control whereby the SWAT will be required to control the situation. Upon re-establishment of control, the jail staff will take the necessary steps to assess and ensure the health, safety and welfare of all persons.
