To,   Director (IT),  BMTC    Congratulations on the newly inaugurated Intelligent Transportation System  for BMTC. The way it was envisioned through the technical requirements for tender  work is something of great relevance for other transport agencies in the country.  Especially retaining the data rights with BMTC instead of the contractor, a significant  issue in other similar projects in India.     As a member of academia and community of data enthusiasts, We are writing  this letter to raise some concerns with the current implementation, offering solutions  to some of your existing problems as observed. As commuters of BMTC we are  parties who are rooting for success of the current implementation.     Please find enclosed two documents on “Technical Issues & Suggestions for  BMTC ITS implementation” and an analysis “ Analyzing the Bangalore Bus network”  based on data from mybmtc.com by fellow community member Sajjad Anwar. We  request you to direct the concerned authorities in fixing some of these problems  existing with the implementation. We understand it is too early to raise questions on  the effectiveness of the system, but Measuring & Evaluation (M&E) from the very  start is the only way to address the problems the commuters will be facing.     In this front we have several questions related to the implementation. We  hope you can answer these questions for us, to understand the system better and  suggest you further improvements. As mentioned in the technical requirements for  the ITS tender, BMTC will be conducting thorough M&E on various aspects for the  project. We would like to be involved in this process of M&E and creation of Data  Sharing Policy as external auditors/citizen representatives if possible. We hope you  would consider this request after going through the analysis reports we have  included.            Regards,             Srinivas Kodali,          Suvijet Sen­Gupta for Datameet             Vivek, Centre for Public Policy,             IIM Bangalore        Questions regarding the Implementation    1. Is the ITS implemented on all the routes? How many these routes are fully  operational and functioning without any issues?   2. How were the bus­stops geo­locations collected? Is the process documented?  Has it been a field survey or any online/aerial imagery has been used to  geo­locate the bus­stops.  3. What portals, apart from the Passenger Information System (App) does the  ITS maintain? What are the functionalities available in these portals?  4. How many GPS devices are functional? Do you maintain a buffer to replace  broken devices?  5. How many GPS devices have been stolen so far? Are the anti­theft  functionalities built into GPS devices?   6. Who is the Internet Service Provider for the project? What is the monthly cost  of cellular connectivity for the GPS to transmit data to the servers?  7. How often does the GPS data is received by BMTC servers? Are there delays  & connectivity issues observed in the city?  8. How scalable are the servers? Has any load test been performed ? If so the  result  9. Does BMTC has plans to provide real­time information on mybtmc.com  website?  10. How is the data being maintained? What are the standards being employed  currently?  11. Will BMTC enter into third party transit programs like Google Transit Program,  allowing Google to show BMTC real­time data?  12. What is the break­up of 1 crore maintenance bill? How much of this is spent  on third party API services like Google Directions API?  13. Will BMTC send notifications & alerts on route diversions and cancellations? If  so do they have a plan of action on this.  14. Does BMTC maintain a separate schedules list for holidays and weekends? If  so, where can this be accessed?  15. Will BMTC provide real time location of buses being hired by third party firms  & corporates to ferry employees?
