City of Carmel www.carmel.in.gov One Civic Square, Carmel, IN 46032 NEWS RELEASE Date: Contact: Release: Friday, July 22, 2016 Nancy Heck (317) 571-2474 Immediate Carmel Link 2.0 Update FINAL VERSION CARMEL LINK 2.0 is a concentrated infrastructure improvement program that will result in the completion of new roundabout intersections along Gray Road, 96th Street, Range Line Road, 116th Street, Guilford Road, Pennsylvania Street, Spring Mill Road, Towne Road, Keystone Parkway with a new interchange at 96th Street, storm water management and drainage improvement projects throughout the City of Carmel. It will also include the upgrade of a large section of Range Line Road and other miscellaneous improvements over the next three-years. 1. 3rd Avenue SW being closed for storm water improvements: Construction to start on or after Tuesday, July 26, 2016 CARMEL, IN – The City of Carmel will begin construction of storm water improvements in the Emerson Road area. A sanitary sewer will be relocated in this area to allow a storm water line to move to the Monon trail from Emerson Road towards 3rd Avenue SW. This will result in the closure of 3rd Avenue SW starting on or after Tuesday, July 26, 2016. The duration of the closure of 3rd Avenue SW, from the north side of and including 2nd Street SW to the north side of Industrial Drive, will last for approximately two weeks. Detour Route: Utilizing Main Street, Range Line Road, City Center Drive, and Guilford Road. 2. 126th Street Improvements between Range Line Road and Keystone Avenue: Construction to start on or after Monday, August 1, 2016 CARMEL, IN – The City of Carmel will begin road improvements, including multiuse paths, and storm water management along 126th street between Range Line Road and Keystone Parkway. Starting Monday, August 1, 2016, tree clearing and erosion control measures will be put in place. Soon after, traffic will only be maintained in the westerly direction for the remainder of the project. Utilities will be relocated underground and eight-foot multiuse paths will be installed on both the north and south side of the length of this section of road. Curbs, gutters, and storm water pipes will be installed along the road way and a median will be installed to create a two-lane boulevard. An important roundabout will be installed at Kinzer Avenue that will be shifted to the south from the center line. This roundabout will have a stub street heading south for an anticipated future connection to Carmel Drive. The 126th street project is anticipated to last until spring of 2017. Detour Route: Traffic will detour to Main Street and 116th Street for eastbound traffic. Keystone Parkway and Guilford Avenue will be the connectors to get vehicles to either eastbound detour route. 3. Roundabout coming to Carmel Drive and Range Line Road: Construction to start Monday, August 15, 2016 CARMEL, IN – Relief is coming to one of the most congested intersections in Carmel as City officials plan to begin construction of a roundabout at the intersection of Carmel Drive and Range Line Road. This intersection is currently controlled by traffic signals. The federally-funded project is scheduled to begin Monday, August 15, 2016, with utility relocation work, a new roundabout, curbs and sidewalks. The intersection of Carmel Drive and Range Line Road will be closed beginning Monday, August 15, 2016 until approximately Saturday, November 19, 2016. Despite the closure, access to local businesses in the area will remain open throughout the duration of the project. “I am very excited about this project. Roundabouts have shown to reduce accidents, making it more safe for our drivers, while also improving traffic flow and reducing fuel consumption and air pollution by cutting down on time spent idling in traffic,” said Carmel Mayor Jim Brainard. “Road projects are never fun for motorists or business impacted by detours, but I trust our local residents will support our local businesses despite the presence of some orange cones and barrels. Once completed, this intersection will function much better for all.” Below are the official detours for the project: Carmel Drive Westbound traffic will be routed north on Keystone Parkway, west on Main Street, south on Guilford and resume travel west on Carmel Drive. Eastbound Carmel Drive traffic will be routed south on Guilford to 116th Street to then continue east. Range Line Road Southbound Range Line Road traffic will be routed east on Main Street, south on Keystone Parkway and west on 116th Street back to Range Line Road. Northbound Range Line traffic will be routed east on 116th Street, north on Keystone Parkway and west on Main Street back to Range Line Road. This roundabout project is a City of Carmel project funded jointly by local and federal funds and will be bid through the Indiana Department of Transportation (INDOT) on Wednesday, August 10, 2016. The intersection, which currently handles about 20,000 vehicles per day, qualified for a Congestion Mitigation and Air Quality Grant (CMAQ) which will contribute $1.27 million to the overall project cost. The city’s portion of the construction cost will be funded through the recent bond issue.
