A cruise ship, a Hellenic Air Force helicopter, a Hellenic Navy helicopter and a Hellenic Navy surface asset are also participating in the SAR Operation which is ongoing. 13 migrants were rescued by FI CPB, 23 migrants were rescued by HCG PLS 604 and 4 dead bodies were recovered from the sea. All rescued migrants and the 4 dead bodies were transferred to port of Vathi-Samos island. The capsized boat was towed to port of Vathi by fishing vessels that were assisting the SAR operation, accompanied by HCG vessel. 18 dead bodies were found by HCG personnel trapped inside the boat. The migrants protested that they won't stay on the island longer and refused the specific procedures of fingerprinting, registering, screening performed by HCG and HP. The migrants demanded to leave immediately to Athens or Piraeus. Some migrants had taken up and thrown stones against the HCG officers which leads to the hospitalisation of one officer and one migrant. The HCG officers informed via interpreter the migrants that it is mandatory to follow the specific procedures. After orders were given by the local prosecutor 6 of the migrants were arrested going to be transferred to the court. Most of the migrants are being transferred to Moria reception center to follow the regular procedures. Measures LCC Coordinator and interpreter have passed the message from the HCG to the migrants that it is mandatory to pass through the certain procedures. The migrants blocked the national road during this demonstration. Some migrants had taken up and throw rocks into the HCG bus, stationed there, and brake its windows. One HCG officer has been hit by a rock in his shoulder, he went to the hospital but presently he is out of any danger. Until this moment 08 persons have been rescued by Hellenic authorities at the sea area between Agathonisi and Farmakonisi island and have been transferred to Samos island as follows: By Super Puma: 03 SYR (males), 03 IRQ (01 male, 01 female, 01 minor female), by CPB 137: 01 SYR (male), one TUR male assumed (recognized by the migrants) as the facilitator/operator of the sunk boat, who was found trapped on a rocky islet south of Samos island. MRCC Ankara reported that 13 migrants have been rescued and 01 dead body has been recovered from the sea by the Turkish authorities. The operation is still ongoing for the search and rescue of the assumed missing. According with the explanations received, the main problem is that the HP (at least in Samos) doesn’t have funds for buying food to migrants anymore. In addition, FSO was informed about the decisions taken in order to cope with the situation, as follows: • To release the majority of the migrants retained in the Detention Centre (Yesterday around 600 migrants were released). • To establish a new procedure for migrants claiming to be Syrians at the first stage, when they are apprehended by HCG. In this case, HCG will issue one document to these “Syrians”, giving them a deadline of 7 days to arrive to Athens and present themselves in the Aliens Service of HP or if they are found after the expiration of this period of time they will be arrested and sent to a Detention Centre. Therefore there won’t be any further procedure with Syrians in Samos Island after they are apprehended and released by HCG (no contact with HP). • To let the migrants retained in the Detention Centre to go out from the Centre, buy food for themselves and come back. * * The FSO asked the HP Team Leader about the activities of Debriefer and Screener experts and he said that they will continue with normality with all migrants except with those claiming to be Syrians. Afterwards, according with debriefing and screening experts and also interpreters statement, at about 10:00 AM, there was a demonstration of around 60 migrants, mainly from Afghanistan, that were protesting against the HP in the Detention Center. They went into the Police Office located inside the main building and started to hit doors, windows and walls. There were some moments that they were about to start a fight with Police Officers. They were complaining about the lack of supplies of food and also asking why they were not released. At 10:30AM a second demonstration started, a group of around 20 Africans that likewise starting to hit walls, windows and doors and entered into the Police Office and complaining about the lack of food, their long stay over there (they claimed to be there for 7 days) and also accusing them of racism alleging that they were not released because they were black. After that second demonstration experts, interpreters and FSO came to the common conclusion that their safety and integrity couldn’t be guaranteed in the Detention Centre since there are just few Police Officers, all the doors of the Centre are open, the migrants wander around freely and there are around 300 migrants inside, some of them upset. * Before the migrants in the Detention Centre used to be closed inside a compound and only the ones to be screened or interviewed or those going to doctor’s office were out. But now all of them are free to move inside the camp and they can easily concentrate in a certain area such as Police Office or Frontex container and create situations of danger if they don’t listen to the Police instructions or they become aggressive. Behind this problem is the general lack of liquidity of banking system in Greece and the impossibility of HP to pay the food to the supplying company. * Moreover some migrants in the Detention Centre don’t have enough money to buy themselves their own food in the shops. Therefore, this situation can degenerate into a dangerous combination of desperation, aggressiveness and demonstrations or aggressions against Police Officers or, who knows, Frontex personnel deployed. SIR 3972/2015 9.8.2015 10 migrants onboard a speedboat were apprehended yesterday in Samos, two of whom was found that they had recent bullet injuries at their bodies. According to their statements during the previous night 45 migrants in total had gathered at the Turkish coastlines, waiting to embark on the speed boat in order to illegally travel to Greece with the help of 2 facilitators. During embarkation a group of men in uniform arrived and ordered the facilitators to stop. But the facilitators did not obey, they jumped into the boat, and together with the 10 migrants who were already onboard, they tried to escape by starting the trip towards Greece in high speed. At that moment, the men in uniform started to use fire, in order to stop the boat. The boat did not stop but 2 migrants were injured from the bullets. Later on the facilitators jumped into the water and after a while the migrants reached Greek territory where they were apprehended. The Hellenic Air force Helicopter, with a HCG liaison officer onboard, lifted 6 migrants (5 adults and one minor female) from the aforementioned vessels aprx 90 n.m southwest of Crete and landed them to Chania airport. UPDATE 5 out of total 6 rescued migrants transferred by a Hellenic Air Force Helicopter to Chania Hospital, were interviewed by local HCG personnel, yesterday. A. According to their statements: The estimated persons on board the vessel that sank was more than 500 (most of them EGY, PSE and SYR) They began their journey from Damietta (Egypt) in order to reach Italy. They embarked on 4-5 small vessels during night time and they were all transferred on a bigger vessel at the sea area of Damietta which was operated by a crew of facilitators. They headed west and changed their vessel at the sea borders between Egypt and Libya. Then they headed north and approximately 200 n.m from Malta a big blue iron ship towing another one came next to them. They were asked to board on the towed vessel. A big argument followed , between the facilitators and the migrants since the migrants considered the towed boat unsafe and refused to be transferred. The argument lasted approximately 1 hr and 30’ Then the iron boat operated by a group of 7-8 facilitators made a turn around the migrants boat and rammed it at its starboard side The migrants boat sank within 20 minutes and the iron boat stayed at the area to make sure that the migrants boat will eventually sink. Some migrants tried to save their lives embarking on the iron boat but they were violently pushed back by the facilitators crew members. The 6 rescued migrants remained into the water for 3 days until they were rescued by merchant ships and then transferred by Helicopter to Chania. * B. A one and a half month old boy was reportedly dead on arrival at the coast. The family was brought to Pythagorion and further to Samos hospital where the doctors could not save the baby. According to the father of the deceased boy, on 05th Sept at around 10:00 the rubber boat with about 50 people on board, hit a rock about 50 meters off the shore of Agathonisi * Some people were thrown out of the boat, so was the boy. They searched for the boy and found him about 10 to 15 minutes later and he was still alive at that time but had surely swallowed seawater. Fact of the case A suspicious high speed plastic boat with one visible person onboard was detected by Hellenic Coast Guard vessel close to a bay of Pserimos island. The HCG vessel attempted to intercept the high speed boat by the repeated usage of sound signals but the skipper of the fast boat not only refused to comply but also tried to escape by making dangerous manoeuvres and repeated attempts to intentionally ram the HCG boat, which resulted to the injury of one HCG officer and the exposure of the other HCG officer life in direct danger. 2. Measures The HCG boat crew, following the foreseen rules of engagement, tried to intercept the high speed boat, initially with the use of warning shots in the air. As the skipper of the high speed boat continued his attempts to ram the HCG boat, there was use of shots to the engine of the speed boat. As a result, the speed boat was immobilized, the HCG crew managed to embark on it and arrest the skipper/facilitator of Turkish origin. Moreover, after a search made 12 migrants were detected inside the cabin of the high speed boat or laying on the deck, 2 of them wounded and one more facilitator of Turkish origin. Assessment The HCG vessel involved in the incident immediately transferred the Turkish facilitators and the migrants to Kalymnos port. Upon disembarkation, the wounded migrants and HCG officer were immediately transferred to the local hospital. Due to bad weather conditions (strong wind) the children and females were taken on board of the LV CPB board. The migrants boat itself with the remaining migrants on board was towed by a HCG vessel in order to be transported to Vathy port. A Turkish coast guard vessel came with high speed close to HCG vessel and dangerously rocked the boat with migrants on board due to the backwave it creates. The migrant boat was about to capsize and taking on water. It looked like the TUR Vessel tried to sail between the HCG vessel and the migrant boat but realized in the very last moment, that the migrant boat was towed by the HCG CPB. If the vessel would have continued its course, it would most probably have capsized with the migrant boat. The yacht was immobilized after the pursuit and the SE CPB crew managed to embark on it. Two skippers, of Turkish origin, were arrested. After search, a plastic bag with 5,67 gr of cannabis was found on the yacht which was confiscated. Fact of the case 22 November 2014 at about 03:30AM HCG was informed about a group of migrants in a distress situation at the sea area near Plomari (South of Lesvos). ‘ Immediately a SAR operation was launched and HCG naval assets went to that area and found a group composed of 15 persons swimming in the sea (38º 52,065 026º 25,114ª). ‘ At 05:20AM CPB 602 rescued 13 persons from the sea and the M/V “HIZIR” (Maltese flag) which was near by helped them rescuing 2 persons more. After that CPB 602 and FIB 1007 transferred them to the Port of Plomari. The migrants claimed that they came to that area onboard of a polyster boat, 5-6 meters long that was sunk, and that 5 more migrants were missing. Fact of the case During the border surveillance patrol east of Mytilini /Lesvos * with the Swedish Coast Guard CPB KBV 477 and the crew of Com. Johan Torstensson, navigator Niclas Fröhberg and engineer Jakob Lindström, chief of staff Lars-Erik Langman and LO Theodoros * spotted a pleasure craft Azimut Yacht * on Greece territorial water at about 12.30. The ship was heading north, named Yuksel DE and was about 65 feet. * Aware of migrant smuggling and trafficking we decide to execute a border control. At 12.40 we were on the port side of the ship and we started signaling to the captain that we wanted him to stop. A man came out on the deck and shouted something about the captain not like to stop. The KBV 477 crew tried to alert the boat to stop by signaling with a stopsign, shout loud, using the horn but the captain knowingly accelerated and quickly reached at least 30 knots. Kbv 477 started to trail the ship. The ship seemed to be heading for the Turkish border and Kbv 477 catched up and continued to signaling on the starbord side and tried to force the ship to go port, away from the Turkish border. After a several attempts to stop the progression, and on a several occasions it was very close to collision. Finally KBV 477 manage to board the boat in position N39 07 22 E026 40,05 after 3NM, * and succeeded. During the boarding a Swedish coast guard officer was squeezed between the wheelhouse and the Turkish boathull and was injured. Two crew members from Kbv 477 entered the ship and the person onboard the Turkish boat was arrested and KBV 477 took the Turkish boat to Mytilini. In Mytilini help arrived from Greek Coast Guard and they search through the Turkish ship, this because we wasn´t sure if the man was alone onboard and difficulties to search the ship with only two from the Coast Guard crew. After help from Hellenic Coast Guard special forces, * we could not found the “Captain” the arrested man was talking about. We search the vessel and no additional people was found on board. Fact of the case Early hours today, the Hellenic Coast Guard (HCG) Authority of Kos was informed by an Army observation post about the disembarkation from a speedboat of several migrants, at the coastal area of Kos Island. A HCG surface asset rushed to the area and detected the speedboat with one operator, heading at high speed towards the Turkish coastline. The HCG boat attempted to intercept the high speed boat by repeated usage of sound signals but the operator not only refused to comply but also tried to escape by making dangerous manoeuvres and repeated attempts to intentionally ram the HCG boat. Following the foreseen rules of engagement, the HCG boat crew tried to immobilize the high speedboat, with the use of warning shots at safe areas and towards the outboard engine of the speedboat. This resulted in the fatal injury of the skipper, possibly due to projectile deflection. 2. Measures The body of the deceased trafficker was transferred to Kos Local Hospital for autopsy. An investigation of the events of the incident is being carried out by the Kos District Attorney whereas the Navy Court Marshall Attorney was also informed. Later this morning the 7 illegal migrants disembarked at the coastal area of Psalidi/ Kos by the above mentioned speedboat, were apprehended by staff of Kos HCG Authority and transferred to Kos for further processing. 3.
