12. After returning home from the police station on the
afternoon of September 22, 1990, Respondent telephoned.a partner at
his surgical practice to arrange coverage, his pastor, and Samuel
Garloff, D.O., a at Good Semaritan Hospital with whom
Respondent was acquainted. (N.T. I: 46?47, 64?65, II: 9)

13. On August 22, 199i, Respondent entered a plea of nolo
contendere to one (1) count oi indecent assault in violation of
18 ?3126(a)(3) {a the Court of Common Pleas of Schuylkill
Connty, and was sentenced to 23nmonths probation, to pay a fine in
the amount of $500, and to continue with counseling. ?(Exhibits

14. Beginning immediatexy after September 22, 1990, and
continuing until the time of the hearing in this matter, Respondent
was a patient of Dr. Garloff who has diagnosed Respondent as having
paraphilia, the primary object of which is female breasts. (N.T.
II: 11, 19, 35)

In additio?wto'pafaphilia, Respondent, at the time of his
indecent assault of A.Y., was suffering secondary depression
related to work stress, financial pressures and family problems.

16. Dr. Garloff?s treatment of Respondent has, since.1991,
involved "insight oriented work," studying Respondent's personal
history in order for Respondent to achieve a better self?
